Emails between [former interim superintendent Brian] Bivens and county officials in the two weeks prior to his resignation show ongoing friction, including over lack of financial support to fix longstanding issues at the facility.

“I have not received ONE cent to fix 52 years of mismanagement,” Bivens said in an email to Knox County Chief of Staff Dwight Van de Vate on November 7.

“The Sheriff is not and in my opinion WILL not ever take this circus on!” he wrote in the same November 7 email to Van de Vate.
