I saw this on a twitter or news feed headline and thought it was a joke. But no, it's seriously a proposal in the Tennessee General Assembly. You must read the WHEREASes in the actual bill.
A quick google of some of the wing-nuttier ranting ("widely recognized experts predict the inevitable destruction of the Federal Reserve System’s currency") shows the same bill has been introduced in Virginia and South Carolina. It's apparently popular with people who want to sell you gold, too. Wonder what "think tank" cooked this up?
Sen. Ketron appears to be getting his legislative proposals by way of a drunk guy in his boxer shorts forwarding Glen Beck e-mails. Remind me to stay away from Murfreesboro if he's the kind of politician they elect over there.

can't find it yet
I did a Google on who is sponsoring these currency bills and can't find it yet. But damn! There are a lot of them in the states. And they look very similar. So you are correct in that some "stink tank" is involved I think.
Which makes me think of the teacher union attacks.
Several states with nearly the exact same bill and talking points. Seems like that is a really big story!
But the media don't ask "who is sponsoring this?" and if Bubba and I can recognize these as coordinated attacks then surely those overpaid geniuses with great hair should be able to do a little digging for such a great story!
