Doesn't sound like regulation to me. Sounds like anybody with a chip on their shoulder and a little cash can get a HCP that makes them feel like they OUGHT to be carrying their gun everywhere, even town hall meetings, and feel like the rest of the HCPs will back them up when they do something dumb.

Whereas before HCPs existed, if you carried a gun and you did something stupid, you were punished and looked down on for the fool that you were.

HCPs breed a false sense of entitlement and this myth that they're more responsible than gun owners before permitting. Don't get me wrong- the required training, that's a GOOD thing. Then again, I know a few HCP holders that still leave loaded weapons around in reach of their kids ("I teach my kids good about gunz!"), so obviously the training doesn't always take hold. And the fellow who suggested "spray and pray" when you hear a bump in the night doesn't give me confidence that the old rules about knowing what is your target (and what's behind them) is being properly taught.
