At Springrbook Park yesterday evening. Perhaps they had an emergency and had to leave suddenly. Maybe they got abducted by UFOs. Or perhaps they think Parks & Rec comes around to clean up their mess. It got cleaned up, but not by Parks & Rec.

It was a birthday party, with the last of the cake still on the table. Balloons were scattered everywhere. It's tough to walk 20 feet to the garbage can. Alas, it's just too hot to worry about trivial matters.

Historically my neighborhood has had a bad reputation but I can say one thing - we (and our visitors) keep our park clean. Maybe it is an "eyes on the street" sort of thing - since the park is surrounded by houses it is treated with more respect.

Maybe our visitors don't want to be yelled at (or worse) if they trash our park.

Don't do near the damage they're given credit for. Most of the damage done by Republicans is done by dirt poor white trash who don't want to pay taxes on the lottery they're fixin to earn because they had the foresight to pick the right numbers.

Instead of the "WARNING - THIS AREA UNDER SURVEILLANCE" signs that mark the entries to our public parks, I've argued that there should be "NO" signs telling visitors precisely what kind of behavior is illegal. For example, NO LITTERING, NO LOITERING, etc.

And if these areas are truly under surveillance, why aren't the perpetrators of these littering "crimes" ever caught and prosecuted?

I would say in large part because it's easier just to pick up the trash, and also because using public resources to prosecute littering is easy to ridicule. In fact, Arlo Guthrie wrote a famous 20-minute song, a considerable portion of which is dedicated to doing just that (before he moves on to what by comparison seems to be more important).

Legal or not, I believe this is socially offensive behavior. Some may think otherwise. Maybe the perpetrators were expecting their table to be bussed ... like it would be in a restaurant.

Of course it's offensive behavior. You asked why the perps aren't caught and prosecuted. I'm sure if a cop happened to be walking by and saw someone littering, he'd tell them to pick it up, and they probably would comply. If they refused, he could cite them, I assume to pay a small fine. "Prosecution" would be unlikely. As for surveillance, if you saw a sign about surveillance, any surveillance is probably intended to catch drug dealing, prostitution, and the like. A police surveillance operation resulting in catching litter bugs would be mocked in the media as a ridiculous waste of resources when there are things like drug dealing, prostitution, murder and so forth that should be pursued. So yes, it's an offensive behavior, but it's a very low priority when it comes to enforcement.

Just to be clear, Michael, I find it to be socially offensive behavior, too. I was just giggling at Somebody's analogy.

Then too, I have a teen and twenty-something at home. I pick up messes like that one every thirty minutes, all day long :-)
