It's "useable life" is defined as the number of years before Congress and the public forgets this fiasco and allocates $200B for another fighter that can't fly.
The trend towards fewer, higher tech planes continues. I lots can barely get enough time on one to stay qualified, much less proficient. Meanwhile the planes that dropped the most ordinance in Iraq/Afghanistan were the venerable B-52s and F-15s.
