We contacted the Knox Co. Trustee's office to ask when the new property assessments would be updated at the county's Property Tax Search website.
Knox Co. Trustee Fred Sisk said via email that the "2009 Property Tax Roll will be loaded in Early September 2009. That's when it goes on the website - after the tax rate has been certified by the State of Tennessee sometime this summer." He asked for patience as local and state officials complete the process.
He also said that "just for kicks," his completely unofficial best guess estimate is that the new adjusted property tax rate will be "2.34/hundred of assessment value."
The current rate is 2.69 per $100 of assessed value. (Assessed value is 25% of appraised value for residential properties.)

Just did the math
I just figured the math on our property with the "just for kicks" numbers. If our property assessment went up 16% and we were taxed at the new, lower rate he suggested, the tax collected from us would pretty much be the same.

That's the point. The average assessment increase being kicked around is 16%. If that is the case then they will adjust the tax rate accordingly, so that anyone whose property assessment gains 16% would pay essentially the same about. The problem kicks in if you "gain" more than 16%.
I talked to my 80 year old grandmother in Karns today. She got her assessment and swears it went up 57%. No doubt property in Karns has seen an increase in the past 4 years. However, I'd be shocked if her 40 year old rancher has gone up 57% in the past 4 years.

Ours arrived today... went DOWN a half percent. Either the appraiser knows something I don't know, or it's just a consequence of owning a home on the same road as a county commissioner.
Using the predicted new rate, it looks like our bill will be going down a couple hundred bucks.

Up 45% here in Powell $153k to $222k....
I have no doubt that property has increased a little in the last 4 years but in NO WAY did my condo that I paid $180 in 2008 (Jan 2008) go to a figure of $222k.... according to Zillow.com the 5 year Annualized Return for the Knoxville MSA was only 6%, yep 6... not 16...6....check it out here....As of this writing you "might" get me to give $170k for my place now....might...

property tax
well, if knox county really thinks my house is worth $345,000, then I wish they would buy it for that. then we could pay off all of our debt, including the mortgage, buy a big RV, and live on the road without having to worry about property taxes any more.
Does anybody really trust Ragsdale/Sisk and now Ballard?
Ragsdale pitching a line that the increases in appraisal is not a tax increase. Of course its not for 2009, those statements were mailed in October of 2008, but what about 2010, when the tax rate will be adjusted upward to pay for all of the "comp" time in the Trustees office, the purchased vacation from salaried employees and all of Ragsdale's lavish lifestyle adjustments from lobster, Morton's, the Palm, the retreats at swanky places, where the taxpayers are footing the bill.
I'm not sure what Ballard's role is in all of this, but if I were him I'd stay away from Sisk and Ragsdale at any cost, those guys have zero credibility in my opinion.
