This is a horrifying story, and the embedded video makes it all the worse.
Reminds me of that incident in the Midwest awhile back when the town bully was taken down by his neighbors.

Isn't this the second incident in just a few months where a Knox County Schools security officer committed a serious crime?

(in reply to bizgrrl)
You mean besides the teacher's aide alledgedly exposing himself whie drving on the interstate, and the teacher punching the student.
What in the hell are those bureucrats in the Central office doing? Not managing their schools, that's for sure.
Nah, their busy promoting Jim and Bill's Big Adventure.
Did you see the video? I
Did you see the video?
I cannot imagine living across the street from that guy.
Yes
The other Knox Schools Officer shot a guy in the leg outside a Burlington bar and then slammed himself behind the door inside the bar.
Apparently totally different scenarios, I don't know why Waggoner is in jail unless to keep the neighbors from harming him. Maybe?
If you don't have a
If you don't have a subscription, the video is available at You Tube.
Glad it's out there
(in reply to redmondkr)
The TV stations haven't put it up on their sites, and the KNS is behind the paywall. KNS had the long version, which includes the now-dead guy hurling rocks at Waggoner, hollering 'You're my bitch!'
Channel 10 had a pretty one-sided report at 11:
(link...)
Yes, WBIR's was.
(in reply to Bbeanster)
And WATE’s may have been worse.
And I’m guessing Bean called this a feud because of the KNS. They are still calling it a “feud”.
Doesn’t a feud need two sides?
Maybe there’s more to come, but from what I’ve seen and read, Woodby was the aggressor. Sometimes when you go looking for it, you find it.
The system failed the man in
The system failed the man in jail.
Are you suggesting that this
I agree.
I cannot imagine being in Waggoner's position.
As I stated, maybe there’s
As I stated, maybe there’s more to it, but I’m not going to be at all shocked if Woodby turns out to have had local friends in law enforcement or the local judiciary.
If what Waggoner sent to the media matches up to what he sent the Union County DA and grand jury, it is they who got Woodby killed.
Woodby should have been in jail.
I agree with Betty that being
I agree with Betty that being this guy's neighbor had to be intolerable.
Where was Woodby when he got shot?
One the reports said “in the
(in reply to Hildegard)
One the reports said “in the road”. If you watched any of the videos, it appears in the road next to the mailbox was Woodby’s usual point of attack. One video even showed Waggoner getting his mail at night, and Woodby still was coming after him.
I can't believe those videos were just from last week.
I watched the videos earlier
(in reply to Average Guy)
I watched the videos earlier and noticed all the confrontations were initiated by (belligerent, profane) Woodby as Waggoner crossed the street to get his mail. And in each video it appeared Woodby regularly charged out of his house at every opportunity to harass and intimidate Waggoner, who appeared peaceable. It is also clear that Woodby was aware he was being recorded, which might explain why he started referring to Waggoner as a pedophile, which is the sort of thing a dumb guy would make up to posture himself as the good guy in case the videos ever were used against him.
Woodby was clearly an asshole bully. And it looks like Waggoner's decision to arm himself for his trips to collect mail wasn't unreasonable given how freakin' crazy Woodby was.
But we still don't know enough to conclude the homicide was justifiable. Understandable, I can see. But, we'll have to see.
Edit: I won't be at all surprised if we find out Woodby became violent and was shot in self defense.
I do tend to armchair
(in reply to Hildegard)
I do tend to armchair quarterback, but I do believe in the judicial process. The plaintiff’s family’s council may provide a bunch we don’t know.
Still, if I had video like that and went looking for relief through the proper agencies and found none, I for sure would have gone armed. What happened seemed inevitable.
To that end, would Waggoner, or family, have to actually been harmed before law enforcement could act?
Oh, I dunno. I'm with Betty
(in reply to Average Guy)
Oh, I dunno. I'm with Betty on the likely outcome if a jury saw those videos. I'm just wondering why he's sitting in jail under a $250,000 bond, and I wish I could see what the affidavit of complaint on the warrant says - it might provide more details. Let's say Woodby was shot in the back as a ferinstance. I'm just saying as big of a menace as Woodby was, it would be nice to know more before reaching any conclusions. (Not saying you are:-)

This seems like a case where a jury will get to decide whether they want to be peers with an ordinary guy or an enraged pustule.
A good lawyer'd make the jury
A good lawyer'd make the jury want to dig Woodby up and shoot him again, as Ray H. Jenkins used to say. And ol' Ray didn't even have the benefit of videotape. Imagine what he could've done with this one.
Folks out in the country have little choice about where to put their mailboxes. Clearly Woodby watched for Waggoner or his son to start across the road to get the mail whereupon he'd come roaring out like a rabid boar hog. That 'You're my bitch' handclap move would have had me crazy the second time he did it.
That's not to say Waggoner was an angel, necessarily. Evidently he ran a gun shop at home, and in one of the sequences, it looked like his son took a handgun out of his pocket and laid it down on the driveway before he crossed the street. That being said, Woodby was way, way out of control. Given his casual attire and the fact that he had nothing better to do than watch for his neighbor to go to his mailbox, what do you want to bet he wasn't collecting a disability check?
Also, on one of those days, it looks like Woodby's next-door neighbor came over and sided with Waggoner. Woodby's demented bellowing must have echoed up and down that holler.

Btw Betty, was it RHJ who coined the term, "Shooting into an Occupied Person?"
Also, it was Union County.

I think this is a good case for getting a post office box.
Been snooping around and
Been snooping around and found some very interesting, if not exactly trustworthy, info on these guys. This is unfiltered Union County scuttlebutt, so take it for what it's worth. Woodby, from the tone of this talk, absolutely sounds more connected in that community, but it's also fair to surmise that neither of these guys were Boy Scouts. Still, that video trumps gossip, I think.
(link...)
How freakin' embarrassing.
How freakin' embarrassing. That guy is likely a distant relative of mine (same last name), though I have no idea who he is. (I guess I wouldn't admit it if I did know him)
I can't read the story since it's behind the pay wall. Looks like a whole lot of Union Co. in that video.
The TBI says at the time of
The TBI says at the time of the shooting Woodby was not carrying a firearm, however he did have a walking stick with him.

I’d really like to see an account from the press of what Waggoner is accused of doing.
They keep calling it a feud without including any explanation of what Waggoner did.
They could just as easy be calling this “feud” story a self-defense story. Or wait until a jury decides whether it’s murder or self-defense.
But until then, or until the press provides something Waggoner did, I maintain they’re framing this story incorrectly.
The KNS had a long outline
(in reply to Average Guy)
The KNS had a long outline with a history of the problems between the neighbors in the Wednesday, Sept. 18, 2013, edition. According to the KNS, in March 2012, the Woodby's "obtained six temporary orders or protection against the Waggoners." The problems continued from there. Although, it would appear the issues may have started in March 2011.
Won’t ask what the article
(in reply to bizgrrl)
Won’t ask what the article laid out, just curious if it stated Waggoner ever engaged in retaliation outside the law?
Today's paper says all of
(in reply to bizgrrl)
Today's paper says all of Woodby's petitions for orders of protection were dismissed. At least that's what I think it said (was reading on the fly).
Also, a search warrant has been executed on Waggoner's house, and a large number of items seized (every computer, camera, VHS, CD's, DVD's, any recording device, even the home video monitoring system). They are looking for recorded proof of how the shooting went down.
They also seized a few firearms and several magazines and boxes of ammo. Waggoner used a 9 mm Glock to bring Woodby down.
Yes, the KNS history
(in reply to Hildegard)
Yes, the KNS history timelines of the issue says the request for orders of protection were dismissed. Too bad this issue wasn't handled over a year ago.
Wouldn’t have done any good.
(in reply to bizgrrl)
Wouldn’t have done any good. Woodby was the one who filed all but one of the claims. And was he that regularly met Waggoner at the mailbox, not the other way around.
Rats.
(in reply to bizgrrl)
Still can't see beyond the paywall.

Two guys with guns versus one
Two guys with guns versus one guy with a stick. Hmm. There could be another reason why Waggoner video-recorded all those earlier confrontations and mailed them to a TV station a few days before Woodby died with possible defensive wounds in his forearms.
Why would there be defensive wounds...
(in reply to Hildegard)
...in a fight between two guys with guns and a guy with a stick, unless the guy with the stick hit the guy with a gun? I ask this, only because there are no "defensive" wounds in a gun fight. There are just bullet holes.
The KNS story describes
(in reply to Min)
The KNS story describes wounds in Woodby's forearms, which suggests (I am not saying anything has been proven at this point) they could be defensive wounds. Like, somebody is shooting at you and you raise your arms up to deflect the shots. It's instinctive.
Who knows how it played out; that's what trials are for. Of course that never stops the public from making up their minds before they have even a fraction of the facts. I'll be interested to see how the proof comes out.

A MLB baseball bat is 2.75" at it's widest.
If the defense can prove the strikes to the son, don't how this can't be self defense.
If not, Waggoner's looking at a long sentence.

It doesn't seem like a good idea to have a gun store in your home.
