What: Special City Council meeting to appoint new mayor

Where: Main Assembly Room of the City-County Building
The purpose of the special called meeting is for City Council to fill the vacancy in the office of mayor by electing one of its members to fill the position of acting mayor.

Well, ever since Gov.-elect
Well, ever since Gov.-elect Bill Haslam announced the planned date of his resignation it's been common knowledge that this is what they would do. Vice Mayor Bob Becker was in attendance at the news conference and discussed the replacement process then, specifically that a meeting would be held the day of the resignation.

Last night in City Council this was discussed. It looks suspicious. Not being a lawyer I don't know the definitive answer but I think there will be law suits. It really looked like Council amended the Charter by a Council vote. Which they cannot do. No coverage in the Sentinel. Which was also suspicious.

I wondered what it was they were amending... I think it was 11e on the agenda?
Can you shed any light on the issue? Just the one news channel (WATE)covered it and said a small change had been made but didn't say what the change had been made to...

The charter says Council appoints the interim mayor. It doesn't say how. Council has worked on a procedure to use. The amendment was just a small change to the procedure; to be honest, I didn't catch exactly what.

It was suspicious that Mayor Haslam, Law Director Poplin, and Council Law Director Swanson were not in attendance when Council amended the City Charter on the fly without a vote by the citizens. You may not like Mayor Ashe but he is right on this one.

Once again, Council did NOT amend the charter. You can say that as many times as you want, but that doesn't make it true.
If it bothers you so much, be a good Knoxvillian and file a lawsuit. Oh, wait....
Change of procedure
The approved amended version removed the provision that would have dropped out those with the lowest numbers of votes before moving to the subsequent round of voting. Candidates can remove themselves from further consideration at their own request. Voting will continue until someone receives five votes.

I think the process, which doesn't drop the low-vote-getter, is going to be very screwy
It's my suspicion that this is happening because all the "deciders" are also candidates, there is no clear-cut favorite (although I still Dan Brown as the probable front-runner) and each one likely harbors a belief that he/she will consolidate support in subsequent rounds of voting.
I'm not impressed with any of them.

Was at a goodbye reception for Bob Becker this afternoon. Arrangement have been made for KPD to transport Council members to the C/C Bldg in the morning if the weather is really bad.
This decision is gonna be made in the morning, period.

It's not THAT bad this morning..so not sure if KPD transport is needed.
But I did talk to a friend of mine Sat morning about KPD transport of Council members if we got a real big one.
Members of Council had to be careful about KPD getting them to a meeting.Check out what happened to the Mayor of New York after the recent snow storm & decades ago reaction to a snowstorm cost a Mayor of Chicago re election.
In other words..if folks are stranded out there & KPD is transporting Council members to a meeting...
I know what I'd do..mail out a super post card against Pavlis,Grieve,Palmer,Dela Volpe & Brown..with a picture of mamaw..stranded & KPD picking up the council members.

I've been predicting that Brown will get it, but now I dunno.
Now that Pavlis has pulled out, I see it this way:
The two Nicks will both vote for Grieve, giving him at least three votes in that first voting round.
I still think Becker will go for Brown or Palmer and Roddy will vote for Brown. I don't see Bailey or Woodhull (or possibly Palmer) getting more than one (their own) vote.
So I see a horserace between Grieve and Brown.
Since nobody has to drop out until they feel like it, this could go on for quite awhile -- until somebody blinks. Bailey could vote for Grieve and Woodhull for Brown. Palmer, I suspect, might go for Grieve, which could possibly put him over the top.
Will the first one-vote candidate to vote for someone other than him/herself become the frontrunner for vice mayor?
Bottomline: I don't know who will get this nomination, but I am very confident that Grieve will get votes from both Nick P. and Nick DLV.

Me like you Betty have seen tons of appointments & not just the term limit turmoil ones...& I've never heard tell of this process.
The way it has always worked is that folks stuck with their candidate till that candidate was dropped from the ballot.
On Black Wed & I could be WAY off base on this..Mark Harmon switched from Elaine Davis to Scott Davis, before Elaine was dropped from the ballot, in the voting in the 4th county commission district.
Tank I believe stuck with Elaine till she was dropped from the ballot.
But & if I'm right on what I remember about Black Wed. Mark Harmon is the exception not the rule.
So I'm wondering..when do those voting for a candidate stuck on 2 votes ( theirs & the candidate)..that doesn't drop out..jump ship & vote for another candidate?

Bean, you can play that game all day, but I know what Pavlis said and I know what I typed and it was exactly what he said. If he has a problem with the column, and if he's the upstanding person that so many people seem to think he is then he needs to take that up with me instead of talking with you about it behind my back. He's got my phone number and my e-mail address. If for some reason he's lost one or both, he can get them from somebody at the newspaper. Scott Barker, specifically, but anybody there he might get in touch with will get him to somebody who can get my contact information.
Maybe he didn't think I was paying such close attention to what he was saying. I don't play games with sources. I play straight with them.
As for Forrester. I called for Forrester to step aside, and then I said to look for him to be defeated, but I never said he would be defeated. I very carefully let Doug Horne say that. I'm no fool when it comes to TNDP insider politics. Those people, as I've said more than once, eat their young. I'm not an expert on them, don't pretend to be, and, frankly, and not sure that I want to be. But I didn't say it in and of myself. I quoted someone. You and I know there's a big difference.
And while we've got it out here, Bean, you haven't liked me since I got on here and made some crazy comment about Victor based on a 30-year-old memory that I hadn't checked and didn't have anything invested in. I forgot about it, and went about my business, but you brought it up two or three years later at knoxviews breakfast where it hadn't even been discussed in what felt to me was an attempt to show that you were right and I was wrong.
I'd clearly forgotten, because -- thank God -- I am not an expert on Victor and don't want to be. So let's just get that over with. I conceded that what I said was stupid and was made from a bad memory that should have been checked before I started having conversations in Knoxville after living away for so long. I concede that you know everything about Victor and I know practically nothing.
I don't have the institutional memory that you and some others have. But I do have good journalistic instincts, and I have fresh eyes to look at some things that would be good for a few people around here to have. Fresh eyes, yet still native eyes. So, I can still do this as well as most, maybe better than some.
