I don't believe he said it might have to go. The sense I got was that he felt we might pause/postpone if finances were tight. Harmon definitely said Cumberland should come first.
Why does nobody understand
Why does nobody understand that the South Waterfront is NOT a PROJECT??? It's a 20 year plan, the idea being that as private $$ kicks in and develops pieces the City will kick in $$ to provide infrastructure pieces to support it.
"Postponing it" makes no sense in the context of the south waterfront.

Oh, I'd say there is at least one candidate for mayor that understands just fine. It is most likely the one with a background in planning and experience with projects of that type.
