Knox County 2nd highest rate of fatal drug overdoses in country

In a New York Times story about the drug overdose problem in Baltimore, it was pointed out that Knox County had the 2nd highest rate of fatal drug overdoses in the country.

Davidson County (Nashville) has the 3rd highest rate of fatal drug overdoses.

What's going wrong in Tennessee? No explanation in the article, it's all about Baltimore.
