Apparently there are at least four of the naive citizens (as discussed by John Mellencamp on Bill Mayer) out there who think the Generalissimo rose from the dead.

In reading NOLA, I found out the US Government Accounting Office released a current report on DHS.

In general, DHS has made more progress in its mission areas than in its management areas. Within its mission areas, DHS has made progress in developing plans and programs, but has faced challenges in its implementation efforts.

Plans and programs are all well and good. They make for great presentations. If you can't deliver, implement the plans/programs then what good are they?
