There is a simmering debate in academia as to whether or not a person without an academic doctorate can sign ("confer") diplomas. How can Margaret Spellings (UNC's very lightly educated president), for example, confer a doctorate upon a candidate if she is not possessed of a doctorate herself, or even if she can confer a BS on a student when she is possessed of a BA. The whole construct overturns 1000 years Western higher education history.

When has Metuji ever been obtuse about his points? Disagreeable perhaps, but never indirect. He takes pride in being informed and gives credit to his audience for a relatively high degree of intelligence. on their inside polling data and there wasn't anything happening within the next 9 months that was going to change that approval rating here in the State of Tennessee. bob had his chances to make a mark and make a historical entry in the line up of Senators from Tennessee, however, he did forget where he came from and he did not represent the positions advocated by the citizenry of Tennessee that put him there in the first place.
I could see Corker resigning after the Christmas Holiday and letting Billy Haslam appoint himself to the unexpired term and then running as an incumbent in November 2018, Haslam's positives are slightly north of Corker's but not a great deal further north.

Not a coincidence - Corker "retired" the same day
Roy Moore, a hard right christian dominionist, won a special election after he was backed by Bannon against Luther Strange. Corker positions himself as a centrist demonstrating requisite "competence or stability" and launches a 2020 primary of Trump. Meanwhile some folks are urging someone named Manning to get back in the game.
