A Blount Co. group seeking to open a charter school first went to Alcoa where they ran in to opposition from the school board. Now they've taken their Powerpoints to the Blount Co. School Board seeking approval for the charter.

The Maryville Daily Times has a report on the Tuesday hearing, which raised a lot of questions from the school board. The board expressed concerns that the school's curriculum is not unique, they plan to use uncertified teachers for health, phys ed and arts, they are not set up to handle special ed and would have to contract it out to Blount Co. or somebody, and they had no plans to provide transportation, expecting Blount Co. to provide it at the county's expense.

The School Board will vote on the charter tonight. One of the charter school's founders and petitioners is on the Blount County Commission, which approves the School Board's budget.

Statewide, special ed students comprise 15% of all students.

All the more reason there should be iron-clad conflict of interest rules for commissioners. This particular member should effectively be barred from voting on the school board budget, so as long as he maintains a financial or legal interest in any charter school. But no, we happily roll along with vague, voluntary conflict of interest rules.
