Tennesee looks to be missing out on the next big thing if HSR ends at Chattanooga. The Times Free Press has an overview.

My thoughts are mixed on High Speed Rail. For a short hop from Atlanta to Chattanooga (110 miles) I don't see the extra expense for saving 15 minutes as being worth it. Why spend a billion dollars to go from 168 mph to 180 mph? (These are my seat of the pants calculations and they may be wildly inaccurate)

I've ridden rail, high speed rail, and higher speed rail in other countries and if the local infrastructure is in place for you once you arrive, it is all awesome. There are many different standards being proposed and considered here, so I worry about the interface with each state going its own way. I want a universal standard that is "least expensive - best" and that can be added onto if Tennessee ever has a clear moment to ponder its future.

seems like an attempt to link the two airports, perhaps to alleviate the traffic at hartsfield and serve the communities in between. likely many passengers from chattanooga use hartsfield.
