Exactly! I don't see the problem with traffic lights, they just need to be well placed with additional modifications to the crossovers, etc. and zippity do dah it's safe.

Having said that, there are ways to fix the existing Alcoa Highway without traffice lights, using overpasses and better access controls. The Mr. is correct, the powers that be would not listen to traffic lights as a solution.

Interactive Highway Safety Design Model (IHSDM)

Looks like US DOT provides free software "for evaluating safety and operational effects of geometric design decisions on highways."

It provides estimates of a highway design's expected safety and operational performance and checks existing or proposed highway designs against relevant design policy values.

may be downloaded free-of-charge at (link...). User technical support is also available free-of-charge. An IHSDM Training Course is available through the FHWA's National Highway Institute.
