As mentioned in comments here previously, Knox Co. School Board District 4 candidate Sally Absher has some interesting views on government that are, umm, somewhat outside the mainstream?
She's a member of the state Republican Party Executive Committee and has also been involved in groups such as the Tea Party (along with Mike Hammond), the "Patriot Action Network," the "Patriots of East Tennessee," and the "Tennessee Patriotic Resistance."
Her signup oath and "profile" for the "Patriot Action Network" says:

Then there's this video of a presentation she gave on "Sustainable Development." She says in the introduction that she's "shying away from the term Agenda 21 because it creates a lot of resistance." Also, "the progressives" have adopted "sustainable development" instead of Agenda 21 because it will make it "much easier for America to adapt."
Anyway, here are some interesting remarks from the video:
8:00 Regarding restored wilderness areas, "If you enjoy hiking in the Smoky Mountains and you think great you can go hiking. No you can't." Wildlife managers and researchers are the only people who will be allowed. 50% of the land in every state will be re-wilded and "completely off limits."
10:00 People will be moved into cities and lines will be drawn around the cities for "urban development areas." People will only be allowed to live in "urban development areas" and not outside of cities. The resulting housing shortages could result in "population control, like China." Parking won't be available. Garages won't be allowed. Roads won't be maintained. We'll have "walkable" communities, which is great "until you want to go visit Grandma at Thanksgiving."
11:26 "Don't think this can't happen."
16:20 "Challenge the idea of economic justice." (Powerpoint says to also challenge the idea of "social justice" and what looks like "environmental justice.")
17:10 "Demand political candidates say no to sustainable development."
17:35 "Refuse federal or state funding for new sustainable development programs."
Then, there's this letter to GOP executive committee members, county chairs, Young Republicans and others:
Dear SEC Members, County Chairs, Young Republicans, College Republicans, and others,
First I would like to thank Peggy Lambert, our RNC Executive Committeewoman, for her report last Saturday in which she identified “the social engineering program known as Agenda 21″ as one of the top issues for the RNC this year. This is a very complex topic, and there are many components to the UN’s Agenda 21, from education policy to restricting rural development to “smart growth” in our urban areas. But the two areas that impact citizens across the state are the policies that affect the rural areas, and urban areas of our counties. We have seen an explosion in “Comprehensive Plans” – some at the county level, some encompassing multiple counties or even extending across state lines, as with the Chattanooga area’s 16 County 40 Year Plan. It is up to us to dig beneath the surface, and expose the over-reach of government and the waste and abuse of tax dollars to support these programs. Please understand – I am all for conservation and being a good steward of the resources the Lord gave me. What I am against is restriction of personal property rights and government making decisions on where people can live, work, and how they can get around in their community.
I have attached two fact sheets that will quickly bring you up to speed on the basics, as well as a figure showing the state of Tennessee from the stimulated reserve and corridor map that Dr. Michael Coffman drew up based on the Global Biodiversity Assessment Report and the US and UNESCO Man and Biosphere Program (google these). What you need to know is that this is the end plan, unless we stop this now. As with most incremental plans, this won’t happen all at once, but ultimately, red areas will be completely off-limits to all human activity, yellow and green areas are limited use areas (agriculture, etc. – for now). All people will live inside the black dots on the map, in “stack ‘em and pack ‘em” high rise apartments. No lake houses. No mountain cabins. No suburbs. You can also search YouTube for the video “Agenda 21 for Dummies” – about 9 minutes long. It’s a little dated and the ending is a bit hokey, but it is a good introduction to some of the national figures who have been in this battle for the past 20 years.
This is a lot of information to toss to you at once. There are several good speakers on this topic across the state, so if you would like for someone to make a presentation to your GOP club or organization, please let me know and I will help you get that set up. Another thing to remember is that this is a non-partisan issue (or maybe it is a bi-partisan issue). George H.W. Bush signed the agreement at the Rio Conference in 1992; Bill Clinton created the President’s Council on Sustainability; Mayors and Governors of both parties embraced these programs in order to receive federal grant money, and Barack Obama (along with the EPA) is pushing the pedal to the metal as far as implementing this. EO 13575, which established the White House Rural Council. This should be of concern to everyone who lives in a county with rural areas. It will be to the GOP’s advantage to get out in front of this quickly, but don’t hesitate to try to educate democrats as well. You might want to check out Rosa Koire’s book “Behind the Green Mask: UN Agenda 21″ available at Amazon for $14.37.
My apologies to the folks in the Chattanooga area who already received some of this information! Thanks for taking the time to learn a bit about this, and again, I urge you to do a search on the computer for “sustainable development” and your county or city. Or “comprehensive plan” and your county or city. You might be surprised by what you find!

It's merely a method of calculating statistical estimates and can be used the same way other statistical estimates are used. What is objectionable is the way that TVAAS data is being misused to evaluate teachers.
But it is definitely bat shit crazy to cut your nose off to spite your face. It does the students and teachers of Knox County no good to have someone who is borderline delusional sitting on the school board, just because she happens to dislike something you dislike.

But on a serious note at some point teachers and allies are going to need to research and sift thru their priorities, assemble some demands and identify their targets (decision makers) who can give them what they want. The teachers I've been organizing with are working. It is an important and challenging piece, yet trying to assemble a goal collectively and knowing the basics about who can do what for whom is textbook organizing. Even if we could get every seat filled with Amber Roundtree, Lauren Hopson, Rob Taylor and Tamara Shephard they would not have the power to change TVAAS although they could try to influence it perhaps with more efficacy as an entire board e.g., send a letter, hold a press conference or hell hold a school board strike until it changed...
What is another interesting game is identifying the power dynamics, influences and such that play on the unelected state board on which of course Mike Edwards sits. If TVAAS is the game - and as a teacher I certainly think it is big part - then the target list and the organizing strategy to change it assume a certain but specific constellation for that task. Here's a beverage raised to the idea that we present a solid and viable alternative to TVAAS and evaluation system.
Regarding Absher and Fugate lets just say that I'm one for knowing who Clark is...

Mike, maybe you've just missed my comments on this subject (and Rachel just continues to ignore them), but I'm looking to the courts, not the legislature, for a hastier remedy.
My understanding from Gera Summerford and Jim Wrye is that TEA's suit will address the advisability of using TVAAS within this or any evaluation model and that Gera will file that suit whether or not the Florida decision has yet been delivered.
Of course, TEA's suit will address this concern of reliance on TVAAS, while the Florida case addresses their evaluation model itself which, like Tennessee's, attempts to link the evaluation of "test-less" teachers to data unrelated to the students the "test-less" teachers actually teach.
What I've said repeatedly, after speaking with two local attorneys, is that I'm advised a second Tennessee suit, in addition to TEA's, may be filed locally to address this same "test-less" teacher phenomenon in Tennessee's evaluation model.
If one or more teacher-plaintiffs would step forward, great, but I am advised that the KCS Board of Ed may also file such a suit, arguing the converse of teachers' injury.
That is, just as a high-performing but "test-less" teacher is injured when her evaluation is linked to the lower TVAAS of another teacher, so too is KCS injured when a low-performing but "test-less" teacher must be retained because she hides behind the higher TVAAS of another teacher.
Recall, too, that KCS can't easily smoke out this low-performing teacher with any lower classroom observation score, either, given the DoE's directive to ensure co-relation of TVAAS and classroom observation scores.
My information is that either Knox County teachers or the Knox County Board of Ed may file this second "test-less" teacher suit, in addition to Gera's TVAAS suit.
Remember: Florida is arguing an unconstitutional violation of due process. We don't have to wait for the legislature to change any unconstitutional law. We can see it struck down in court.
Let's get a move on.

Frankly, I'm a little shocked that there is such indignation at the thought of Absher winning a seat at the BOE when we have Sandra Rowcliffe vying for a place at the table on the other side of town, Talk about a nut job. And we KNOW what SHE will do on the BOE. And local news and court records give a pretty clear indication as to her ability to serve any constituency in an elected position.
The concerns around Absher, at this point are ad hominem at best.The position of Fugate is a known entity and is NOT acceptble for the students of KCS.

You may recall that I'd been wondering whether this "Jeffrey S. (Scott) Clark" might be the same "Scott Clark" who teaches at Powell Middle School?
I phoned him one night to introduce myself as a fellow candidate and to ask. He isn't that teacher, nor any teacher at all.
He is yet another candidate rankled with Jim McIntyre, but I don't recall that he expressed any concerns for the reform agenda more generally.
Something he said--I can't recall what--left me with the impression that he might be more politically conservative than I am.
This was a couple of months ago, so I can't recall all we discussed. We agreed to get together for coffee sometime soon, but neither of us has taken the initiative to make that happen.

Any time a deeply ignorant, fearmongering bigot gets elected to office, everybody loses. And in this case, the kids lose. A few years ago, I spoke up at a School Board work session dealing with the effort of a few paranoid fundamentalists to expel an advanced science book from the curriculum because it referred to Creationism as a myth. One word, one sentence in a book that is used to *try* to make public school students in Knox County competitive with science students in the rest of the enlightened world - of which Tennessee under its current leadership is not, even a little bit. I was prepared for the "out to get us" hysterics of those petitioning to have the book removed, but what really bothered me was how many members of the board endorsed the idea that Christians and Christianity were somehow threatened by the continued use of this book. The book stayed, but there was a real fight over it, something that would NEVER have happened in a sophisticated forum on education anywhere else in the world.
Which is why the term "globalism" - which I'm not sure Absher even understands - is an interesting point of contention for her. Her whole profile sounds the alarm against anything foreign or outside. You know we're dealing with a dangerous anti-intellectual when she uses the term "Climate Alarmism," which mocks a serious, legitimate concern of environmental science everywhere on the, er, globe. A concern that there are entire diplomatic summits and international congresses of scientists and educators convened to talk about and find solutions for. (But of course, there's lots a foreigners at them there conferences, and their real aim is to promote the Global Agenda 21 Conspiracy to destroy the lives of the white middle class in America.)
This candidate is a transparent opportunist who is advancing her platform by exploiting a genuine conflict among teachers and the school administration of this county. Her husband may be a teacher, but that doesn't qualify someone who is hostile to science, the separation of powers ("judicial activism" is the buzz word there), and language (the pitiful metaphor "if it quacks like a communist").
This is someone who has no business sitting at the table with rational adults charged with the responsibility to oversee the education of our children.
And to whoever said "the enemy of the enemy is my friend"...that's the logic behind a foreign policy gambit played by people who knowingly forsake their principles in order to secure a short or long term advantage. If anybody becomes this tea nut's "bedfellow" just because of some long-odds shot at ousting McIntyre, the gambit is the same. The losers will be the kids.

For the record, though, I opposed extending McIntyre's contract, and I've done enough research on TVAAS to understand why people hate it, but not enough for me to take a position on it, yet. It's a bad idea to base your vote on a single issue. The folks who wanted to defeat the Midway Business Park threw their weight in favor of Jeff Ownby for County Commission in exchange for his promise to vote against it. The incumbent and his opponent supported the park but was a far better all around candidate. I hope those folks are happy they helped to saddle the county with 6 years of Ownby.

Well, they have won again.
Well, they have won again. McIntyre and the current school board have succeeded in getting those who question them to turn on each other. The real issue here is that the public needs to be informed about ALL the candidates, and the candidates do need to make their platforms known. As for me, I am sick and tired of hearing that folks in Knox County can do NOTHING about decisions made at the state level, including TVASS. This is what McIntyre and the board would love for us to believe. This is when we make our voices heard through newspapers, TV, social media, e-mails to our legislators, and demonstrations on the steps of the capitol building in Nashville. Our current officials would love nothing more than for us to feel that we are helpless in this situation. As for anybody who thinks TVASS is OK for evaluating teachers, do you want to be evaluated based on a rolling score which changes for two years after a student is no longer in your classroom, and possibly even out of your school? I will also speak for GSD...few people in this county have put their livelihood on the line quite like this person in the last several months. It is easy to pontificate on a blog when you aren't criticizing your own employer and risking the job that supports your family.If you want to make somebody the bad guy, you have chosen....poorly. Please remember what the teachers who have been vilified over the last several months are fighting and support them rather than criticize their personal political choices. They are fighting for our children.....grow up and set a good example for them about how adults should act.

Hey, I'm probably fairly conservative compared some folks on this site and I could never bring myself to vote for her for any office.
I saw the video. She IS a TEA PARTY Member.
And in all her rants against 'green energy, green jobs', she has yet to mention one dang thing she would do to protect our public schools from vouchers, charter schools or wasting our dollars on 'virtual classrooms'. She has NO experience in the classroom. She mentioned NOTHING about working for our CHILDREN. I don't care how many right wing NJ boards she is on, she should not be a considered a serious candidate for SCHOOL BOARD in ANY District in Knox County.
It is clear she supports Kevin Huffman's approach to destroying our public schools by firing great teachers, putting pressure on the CHILDREN with all these 'teacher evanuations' and ideas like Stacey's to have children be responsible for how much financial aid their FAMILY receives. We need a candidate in EVERY District who will stand up for our children. She probably does not know WHAT the TVAAS IS.

I am am not endorsing any candidate, but I can tell you that Mrs. Absher was present at the TEA roadshow that presented an extensive explanation of problems with TVASS. Not one of the current school board members were present, even though they had been personally invited by a teacher just the night before.

I can't speak to Ms. Fugate's positions personally, but the board's majority positions (at least 5 of 9 members?) are to oppose vouchers and to support "high-quality" charter schools, per the KCS website's 2014 Legislative Priorities.
(Note that in December 2013 the board made some minor changes to wording in their position on teacher evaluation as reflected in their 2014 Legislative Priorities, namely to more clearly concede that it still contains flaws.)

People who are concerned about the 'education reform' movement, systemic disrespect of teachers, voucherizing public education, etc. need to pay very careful attention, here. This Absher lady is not alone. Tea Party nuts are seemingly allied with you, but for all the wrong reasons. If you do not distance yourselves from them, you will find your movement co-opted and carried off in a direction you will regret to your very core.
These folks may share your opposition to the current education reform movement, but it is because they see it as a part of the Socialist Obama/Agenda 21 conspiracy to exert centralized control over the populace. For them, the next step after thwarting the current education reform movement is not creating better funded schools, smaller teacher-to-pupil ratios, and de-politicization of the curriculum. They are not opposing it so that we can steer away from turning public education into vocational prep in support of big business.
No, for these folks, the point is to hyper-localize control of education so that they can very specifically politicize the curriculum. They want teachers to 'teach the controversy' about climate change, to replace evolutionary biology with intelligent design, and for teachers to start every school day leading a Christian prayer. Following the prayer, they want history classes to be cleansed of references to the contributions of minorities, and to instruct students on how the Founding Fathers created a Christian Nation.
Because you are focused on one goal, you think they share your values. They do not. You think their other views are harmless and can be otherwise contained after they help you accomplish your one goal. Not so. These are the same crowd as Texas Senator Ted Cruz, who is continually willing to plunge all of us into economic chaos in order to achieve rigid Tea Party ideals. Once voted into elective office, they will use every tactic within their means to derail every aspect of the public process that does not serve to support their entire platform. For them, there is no compromise. These people are not your friends.
When, in your own mind, you have so villainized your opponent that you are willing to sacrifice every other ideal and value you hold in order to defeat that opponent, you should stop yourself and take time to reflect upon what you have become. Your old self probably wouldn't like your new self. Pay attention.

I guarantee you for people like Absher, school board is just a stepping stone to higher political office and greater political power. Well, I wasn't sure I cared to post on this point, but maybe it's necessary...
If you've possibly taken a look at my Facebook page, you'll find Ms. Absher there. You've possibly seen her "likes" on every aspect of the page, too.
It's not even because I'm a newbie to Facebook that I accepted her "friend" request, just as I have anyone else's.
It is because I'm someone who signs any candidate petition thrust in my face, on the rationale that I can hear what they have to say soon.
And it is because I'm someone who has long been content to post at the less-than-intellectual KNS site, on the rationale that even if I shouldn't learn anything there in a particular conversation, maybe someone else can learn something there from my contribution to that conversation.
That sort of thing...
So if Ms. Absher should write me via that page, whether privately or publically, my choice would be to converse with her.
If that should happen publically, don't make too much of it. That's just how I roll.
Best Way to Inform the Voters?
So what's the best way to inform the voters of the 4th district about Absher's true colors? It would be helpful if Clark turns out to be a reasonable candidate who, armed with appropriate information, could educate his prospective constituents, but I think any candidate will need help. To start with, there's a League of Women Voters forum planned at some point. A piece in the media would be helpful, though. CWG? Donila? Anyone game?
