Aside from the issue of a Republican controlled election commission closing a heavily Democratic precinct with little notice and for no good reason, their treatment of a citizen asking them to reconsider is unacceptable for any public official.

In the above video clip, Election Commissioner Bob Bowman, a Republican appointee, belittles Dr. Mark Harmon, a widely known, well-respected college professor and former County Commissioner who also happens to be a Democrat. Commissioner Bowman abused his position of authority with this confrontational, demeaning and unprofessional personal attack. It also appears to be an effort to intimidate the petitioner and send a message to any other citizens who might have business before the Election Commission.

Commissioner Bowman should, at least, issue a formal apology for his behavior. If Tennessee Republicans cared about the public they are elected to serve, they would remove him.

Good on Mark Harmon for standing up to that condescending prick, who was basically telling Harmon there is a back-hallway means to go about these things, and he needs to start playing along. The slime factor in "you catch more flies with honey..." is pretty high, too. I mean, these guys are just transparent about their contempt for the public and any questioning of their machine style politics.

Mark Harmon showed character and restraint while being respectful. This should be on the 6PM news to show Ktown's citizens how officials treat citizens.

The election official did indeed act poorly.

I found Harmon to be pompous and condescending, however. He might have been more in the right, but I wasn't particularly impressed by his behavior, either.

A public official in a public forum should treat a member of the public with respect, no matter how annoyed the official may be. Bowman failed to do that.

It was also bothersome that he chose to spend his time attacking Harmon rather than addressing the merits of the issue at hand. I didn't hear anyone talking about closing Belle Morris, although Bowman kept saying that dialog was good. Perhaps it happened after the videos we saw?

If you are referring to his response to Bowman in the above clip, Mark Harmon was entirely justified, and fairly restrained, given the verbal assault he had just been subjected to. He simply, and somewhat emphatically, corrected the record re. what Bowman said about him and how the public's business should be conducted.

If you are referring to his presentation in the longer version, I believe you are mistaking "pomp" and "condescension" for a polished, factual and impassioned presentation (similar to how a used car salesman named "Lumpy" referred to him as a "university twit"). There is perhaps a little frustration, which is justifiable given the circumstances surrounding the issue.

Beauty is in the eye of the beholder, I guess. Where you see "polished," I see "condescending." I'm not defending Bowman at all. I just don't think Harmon came across as so noble.

I guess maybe my objectivity is clouded by my appreciation for the four or five people in the community willing to stand up for the other 500,000, most of whom can't even be bothered to vote.

Oft times intelligent people can come across as condescending for various reasons. Have you looked in a mirror lately?

Lessons from video:

Harmon isn't your ordinary private citizen addressing the commission. He knows it, and they know it.

Nobody likes to be lectured to. Even if you feel impassioned about your cause, there are ways to go about it that are only intended to attract attention, and there are ways to go about it to get things changed.

I'm having a hard time figuring out what Dr. Harmon's intentions were in that regard.

Our culture is pretty screwy

Our culture is pretty screwy in this regard in that it creates a no win situation. Harmon's presentation reflects his academic training in that he builds a logical case based on a sequential ordering of relevant information. In the common parlance of American discourse this makes him come off as a "university twit" and resulted in him being attacked by our "public servants" in an insulting manner. However, if he had failed to make his argument in a rigorous manner then the commissioners would have pointed out the lack of factual information to back up his petition and would have dismissed him out of hand.

We need less truthiness and more intellectual work in our politics. Sadly, I don't see that on the horizon.

Of course, I'm not sure if that's because of his time as a professor or being on County Commission.

I don't think his tenure as a professor has anything to do with his bearing. Having gone to UT, there were many professors as laid-back and common as they could be, and then you had some who couldn't defend their statements in class, and, more importantly, felt as if they shouldn't have to, because, you know, they were the professors, they had the doctorates.

Interesting that some here in

Interesting that some here in comments are turning the discussion into on of Harmon's behavior - just like Bowman did.

There are two real issues here: a)whether or not Belle Morris should have been closed (which I didn't hear anybody on that video clip addressing - did the EC ever get around to that?), and b) how a public official, in his official capacity, was extremely rude and belittling to a citizen.

As I said before, there's no excuse for that kind of behavior, no matter how annoyed Bowman may have been at Harmon.

The partisan election

The partisan election commission gets paid to do a job for all the people in Knox County just like our members of Congress are supposed to represent all citizens Democrat or Republican. It is joke to think they closed Belle Morris for any other reason than pure politics. How can they even pretend otherwise? Since the Democrats are also on there to represent all citizens, why are they going along with this nonsense? Where the hell have they been on this issue?They need to do more than just sit there like a knot on a log and get their insurance benefits for nothing. I know the Election Commission is a political appointment, but at least put somebody on there that is passionate about preserving the voting rights of our citizens.

The republican fly fetishish seems to believe that the way he would do things is the only correct way. He seems to not be amenable to learning from calm well-intentioned instruction. My guess is that he wants a spanking. Probably from a 2nd grade-teacher-looking individual. I think that sick bastard should be removed from any position that involves him having responsibility for public money or any that result in public money in his pocket.

At least, that is the public version of what I think.

I watched the entire clip the other day...

...and I was shocked. Not only by the tone and the rudeness toward a citizen petitioning for redress of grievances, but by the failure of the other members of the board to rebuke Bowman for his behavior.

The meeting...

FWIW

AT the EC meeting last week, after the agenda items, Cliff Rodgers gave a power point presentation with photos of both Belle Morris and Larry Cox. He described the events that led to their decision, the voice mail message that led him to go check out Belle Morris and Larry Cox. He noted how many steps it took at each voting place to get to the voting machines, Belle Morris is a bigger facility and required more steps. He basically said that the decision was made because Cox was just a better facility.

Mark did his presentation and it was afterward, during the question/answer session with Mark still at the podium, that Bowman started his very agitated attack on Mark, who only challenged him when Bowman either said something factually incorrect or a personal attack.

I do think that the difference in video quality gives a false impression. The one of Mark was done a better camera than the older camera I used that is really intended for still shots. I could not get any closer to them because there were two video cameras from two of the local stations right next to me. So on the video of the EC, specifically Bowman, the sound is not as clear as that of Mark.

Without sounding like a cliche, you really had to be there to see the exchange to understand why Mark shot back at Bowman the way he did. Bowman was really angry about this whole issue becoming such a big story and he was going to get his pound of flesh from Mark while he had the chance.

Later in the meeting when it got around to the vote on Belle Morris, Hagaerty and Bowman did lots of pontificating on why they will just have to vote no on this issue.

I still find it amusing that Bowman was pissed about what "those neighborhood listservs and blogs" were saying about him. He really hated the press conference held at Belle Morris that brought their decision so much attention.

If Rodgers or Frith had come to the neighborhood groups or our Commissioner and Councilman BEFORE the decision, as Greg McKay would have done, this probably would have ended very differently.

One point that is worth mentioning again is that the person that left the voice mail message for Rodgers is not handicapped nor does he, to my knowledge, help someone who is disabled to the voting site. And when does an entire voting site and precinct get eliminated on one voice mail "complaint?"

Do we "KNOW THE NAME OF THE PERSON!" who made the complaint? For their protection, I hope Harmon doesn't give the name of the librarian.

I agree with posters above the real issue seemed secondary to attacking Harmon.

BTW - the aggressors couldn't have missed the cameras. Which means one of two things; they didn't care, or worse, this is them on their best behavior. If the latter, I'd hate to hear how a "private" meeting would sound.

Everyone knows the name of the person who made the complaint, he is a North Hills resident, although we have no idea of the actual nature of is voice mail.

Mark has no intention of finding the name of the librarian much less releasing their name to the EC. Speaking for my husband who is otherwise engaged with classes starting right now.

is there a written record of the EC's rationale and deliberation on the decision to close Belle Morris? Such as a record which might be reviewed by a court?

If the Justice Dept were to come here

I'd rather they focus on the voter ID law.

I would like to see the local broadcast media shine more of a spotlight on that despicable video. That should make us all ashamed, and should make them ashamed. My momma would slap me upside the head if I behaved like that.
