This is another example of what Bruce Schneier calls "security theater," which are those measures designed to make us feel more secure, regardless of whether they actually make us more secure.

Although his analysis of security policy extends across the board, from networks to banking to personal security, he's written extensively about the failings of the TSA and Homeland Security using examples exactly like the one you cite above.

We passengers are sheep, following along to get along.

That's both the root of the problem and the intended result of current policy. As long as the public avoids thinking about these kinds of issues, grandstanding politicians will continue to campaign on a platform of being "pro-security." The outcomes aren't nearly as important as the facade.
