At the TDOT JWP website, I see the address below that suggests email comments might be accepted. I'm sending mine by snail mail on your advice, but I thought I would mention this in case some folks have last minute comments.

A friend of mine who inquired about this was told that TDOT doesn't consider email "official correspondence" (just wait till they get in front of some judge with that argument...).
So I would go snail mail to be sure my comments were included. They have to be postmarked by Friday 1/4.
