Following an hour and a half of discussion, MPC approved the East Sector Plan amendment, which includes the Midway Business Park rezoning, by a vote of 8 to 4. Voting no were Cole, Craig, Kane, and Kelly.

I'm not talking about you,

I'm not talking about you, you probably aren't vulnerable to political pressure as some are. When vote counting occurs you are probably not considered--they have enough votes to get what they want.

You are appreciated by the less strident among us--don't lump us all together. This board seems better than in the past, you did a good job of asking questions and looking at all sides of the issue--but, I'm afraid that you're in the minority.

Those of us who've been involved with this issue for years and have been before the (previous) MPC board and County Commission have seen outright corruption occur over the Midway issue, not to mention being cursed at, lied to and accused of lying, so don't be too harsh on us. I hope that you and folks like you are the beginning of a trend of honest public representatives working for the good of Knox instead of for personal gain. (I even think that the County Commission is trending that way!) Thanks for your hard work.

I would like to personally thank Commissioners Michael Kane, Laura Cole, Nate Kelly and Rachel Craig for their vote today. I believe Laura Cole came to all of the public meetings and Rachel came to most, if not all. Rachel certainly did her homework as evidenced by her posts here. I especially appreciate her level of engagement on this forum.

We didn't expect to win at MPC today but the war isn't over by a long shot. You can spin it any way you like, but the bottom line is that this is the classic definition of sprawl and our government officials for the most part continue to enable it.

They talk a good game but when push comes to a greenfield near you, most of them fold. Some people didn't fold today and the community sincerely appreciates it.

East Knox County residents told Metropolitan Planning Commission members Thursday that a business park in the Midway Road area along Interstate 75 was an unneeded project that the Development Corporation of Knox County was trying to muscle through the planning agency.

I find that incredible.

Running Out of Industrial Space

Did anyone happen to notice the story in today's News-Sentinel about how Panasonic is closing and leaving their 360,000 s/f facility empty? Guess it will join the North American Phillips facility that has been empty for a couple of years now.

But if you listen to Mike Edwards, Todd Napier and "I don't have a dog in this fight but I let Mike Edwards send an email to our Chamber Partnership mailing list asking for support from the business community for Midway" Knox Chamber President Mike Strickland, we are desperate for places for business to locate here.

This would mean that there would likely be no manufacturing and that park would truly be a "business" park, not an industrial park?

You heard that staff sent out a memo saying they will recommend this be made a condition of zoning approval, when the application for rezoning comes in.

To be perfectly accurate, they said they would include a list of allowed uses, but since the uses are in response to TDC's statement that only domestic wastewater will be allowed in the system, it amounts to the same thing. Here's the pertinent sentence from the memo: After hearing Michael Hines, the Development Corporation’s wastewater engineer, at the agenda review, MPC staff believes that a list of uses whose waste water would meet domestic waste criteria should also be part of the rezoning consideration.

Will TDC build on top of sinkholes?

Is TDC going to be allowed to build on top of sinkholes, or allow tenants to build on top of sinkholes?
If so this raises a whole host of other issues.

One thing that leaps to mind is the leaky pipes that would result as buildings shift due to the continual collapse of the sinkholes.

Leaky holding tanks are an even greater worry.

Anyone have ideas/insight on this?

I was told they were staying

I was told they were staying away from the sinkholes. In fact, the big ones are now surrounded by trees, and TDC said they planned to leave them that way.

Also, it's against Knox County stormwater regulations to build within 50 feet (I think that's the right distance) of a sinkhole. Any attempt to do so would a) be shown on the development plan at Use on Review time and probably not pass MPC review, and b) require a variance from BZA.

Wow that is really going to limit utilization of this site.

I'm assuming that Knox co storm water regs apply to any infrustructure, including roads, parking, drainage culverts etc.

And I would also assume that TDC will not be allowed to put storm water into sinkholes?

Looking at the KGIS website, with the landforms layer on, it seems to me that at least 50% of this site, potentially more, will be rendered useless if you can't build within 50 feet of the sinkholes.

Are TDC's job creation estimates taking into account site limitations, or are they going on the whole 380 acres?

Stormwater can be put into sinkholes, but that DOES require an injection well permit from TDEC. :) And again, that would show up on Use on Review, and might or might not be considered a problem by MPC and/or County Engineering (we approved such a plan out at Cedar Bluff recently, after County Engineering opined it might help the flooding there. I still voted no partially because nobody could tell me where the water would eventually end up).

BTW, I think I made a mistake about the 50 feet from a sinkhole; development isn't necessarily verboten (the actual allowed development is much more complicated than a simple measure of feet), but it requires a geotechnical study.

I've told you most of what I know, and I won't have any time for the next 10 days or so to inquire. The rest of these questions are best asked TDC. Todd Napier or Kim Henry should know.

Crucial information lacking for MPC decisions?

Evidence:
A) You had to make a decision on this without a dye trace study

B) You had to make a decision on Midway without a dye trace study.

C) At the last MPC meeting during the Midway discussion commissioner Kelly asked the following question- "How widespread are the sinkholes on this site anyways?" This information will be crucial to getting a permit for the proposed on-site system.
You could get a sense of it by looking at the 2ft topographic map of the site. These should have been distributed to all commissioners.

But this map only identifies about half the sinkholes that will be relevant to the permit. For this you will need TDEC to come out and walk the site.

It costs a whopping $750 to get TDEC to come out and do this.

All of this should have been done BEFORE asking MPC to make a decision.

I should point out that Midway is NOT approved. What MPC did was approve a new sector plan that allows for something like Midway.

TDC will have to come back with a rezoning/development plan proposal before we're done.

Current sinkholes- what about the future ones?

Once you start developing the site, you start changing the water flow, and new sinkholes will open. It is foolish to think of the area's geology as static.

After sitting through MPC yesterday, and having monitored the pertinent comments in this forum recently, I tip my hat to Rachel Craig. Her questions and comments at MPC reflected the effort she put into her decision. I agreed with her vote, but I would say the same thing had it been otherwise.

Kim Henry, Kim Henry. That name kept tickling my memory and it just came to me that she's one of the members of Haslam's former developers' taskforce who joined in on a neighborhood-bashing session during his first term in office. They were recommending that projects needing to go before MPC or City Council do it in January or February when civilians were less likely to turn out in opposition; calling them 'senior citizens and housewives,' etc. They were having a big old time ridiculing the folks who aren't getting paid to be at these meetings(not realizing that one of them was in their midst, taking notes).
It was an unguarded "A-Ha!" moment much like the one when a TDC official told Elaine Clark's husband Tim that she didn't give a ratsass what he had to say one evening when they ran into each other after a meeting.
The contempt some of these folks have for the rank-and-file citizen is breathtaking.
