Yes but the commissions/options have already been paid

the damage was done on the inside deals to the real estate heads, in my opinion, when the checks were cut for the commissions or the buying up of the "inside options" held by the friends of Ragsdale.

To see the magnitude of the mess, just ask for the closing statement and see who all got county dollars for land which was not needed for an industrial park.

Never about a business park...

This was about finding a way for Knox County to pay for sewage and electrical improvements to better facilitate the creation of new subdivisions. Once the real estate market heats up again, Midway will be right back in the news. Right now, though, there's no reason for Mr. Valiant to stick his hand up Scoobie's butt and make him continue to lobby for this development. When the developers aren't developing, they don't need to play with their commission puppets as often.

TVA held an open house at Carter High School yesterday to present various options for a new high-voltage transmission line running from the Volunteer Substation near Mascot to the Midway Rd exit. They claimed the need for this line was unrelated to the business park or to potential growth in East Knox County.

One possible site for the Midway Rd substation is right next to business park, and the other is immediately across the interstate, smack dab in the middle of a parcel owned by Victor Jernigan.

I agree. This isn't dead yet. Last year in the midst of a presentation Victor Jernigan gave to the French Broad Preservation Association, in which he claimed the industrial park was inevitable (ha ha!). He also said that if the park didn't happen, then for sure residential development would. And they will try to get sewer to make that happen. A friend who works at Co. Engineering says there is all kind of back room dealing going on right now over the Midway road area involving Ragsdale, Sherrod(a developer who has 100 acres near the proposed park site) and others(probably Jernigan).

On a related note, anyone heard of this "Green Route" coming through Thorngrove/Midway Rd exit area? Its the east Knox Co counterpart to the Orange Rt, connecting 75 with 40 at Midway exit. You could see plans for such a road coming out of the industrial park in the drawings for the industrial park posted on the development corp's website.

But the plans are now removed from the site. Interestingly. as I recall the route was almost exactly that of the TVA-waterville right of way, shown on the plans for TVA's new substation at Midway- referenced below by Rikki -

I don't know if you can build a road on that route, or if the right of way is wide enough to do so. But all concerned need to be aware of this next assault on the Thorngrove community. The Green Route may be linked to the industrial corridor that Rikki referenced in his article on the Industrial Park a couple years ago.

So have your ear to the ground for another "public" meeting, probably announced a day or two ahead of the meeting (or a day after), in which they will ask for comment about a lovely Greenway with lots of family picnic areas, connecting Midway exit with I 75.

The first mention of the "Green Route" I saw was in that toll-road study Bredesen bought a couple years ago. They used two real examples -- the Orange Route in Hardin Valley and some bridge in Nashville -- and two hypothetical examples -- this Green Route and a highway from Straw Plains to Gatlinburg -- while they were surveying people about their attitudes toward toll roads.

Both of the hypothetical roads are absolutely asinine from a physical perspective, but I'm sure some doofus with a road map and no idea why the empty space might be empty thought they seemed like logical places for a highway, sort of like the I-3 project. That Green Route cuts across about a dozen ridges, and the other hypothetical highway went right over Chilhowee Mt. I'm not sure either one was ever intended to be taken seriously, but that's no reason to let your guard down.

They might start by listening to the community groups that live in the affected area that do their homework, and bring their people, and speak before CC. Instead of a developer and a lawyer.

Great post, as always -- and you mentioned two of my fave supporters of local government -- V Jernigan and H Sherrod.

Jernigan is working the 8th District over from end to end. Down in my end of the D, in the Ritta Community, he's been able to persuade the city to pay him $800K to get annexed, and he's also been trying to buy up a $100-plus year-old AME church (complete with cemetery)that's in the way of his condo dream.
And did I mention that he got the county to give him a TIF -- on land that he got ANNEXED? What a hoot!

And Harry Sherrod, bless his heart, is one of Ragsdale's bestest friends, and was the guy who left a threatening message on Gary Sellers' (the anti-wheel tax organizer) answering machine in hopes of persuadig him not to turn his peitions in to the election commission. He signed off by saying that Sellers "better not be recording this." It was one of the funniest damn things I've ever heard.

You couldn't make these people up.

Midway Land Bank

I don't think Knox County should sell the property - they should land bank it. Property value will only continue to grow.

Meantime they can farm it - maybe grow some organic produce to use in Knox County schools so our kids can eat some local food instead of food that comes from who knows where?

Midway Road and TVA

Just a note to all: TVA resurrected the Waterville Easement to the people involved in Dec. of 2007. This line was surveyed beginning Jan. 2008. This line is 80+ years old. TVA never had even surveyed the center line. This line has been covert from the beginning. TVA has made sure that the dates for this project were all done to limit access to any confrontation. Dates have been changed, no two are ever the same, also the poles that were originally pictured on the website were single poles. Now they are double H-frame poles and double sets of these poles will be placed in a 100ft right of way. This is a 161KV line the second-highest voltage TVA maintains. This is a line big enough to power Alcoa plus. These lines have the capability of providing power to KY, VA, and NC if needed. This line will cross properties, farms, businesses and houses. Please be aware that TVA with help from certain developers plan to sacrifice and bury East Knox County.

Green route to connect exit 409 Deep Springs

"TDOT is conducting an extended study on the possibility of funding the parkway as a toll road, one of several possible pilot projects across the state. It would include the so-called "Orange Route" that would connect Interstate 75 north of Knoxville in Anderson County with I-40/75 in Loudon County. It ultimately also could connect I-75 in Anderson County to I-40 east of Knoxville, at Exit 409 near the Jefferson/Sevier county line."

It's still a bad idea, but just to clarify...

Deep Springs is exit 412 - the quickest route to Cowboy's Seafood. The Sevier/Jefferson line is right at mile marker 410, so this would be just inside the Sevier county line and just east of the infamous 407 exit. Folks heading to Dollywood from up Ohio way would be backtracking to the west a couple of miles if they took the Green Route. I suppose it could relieve some of the congestion on the eastbound exit at 407 doing that, but that's looking really, really, really hard to find a plus for constructing that much pavement.

Maybe they are talking about a new exit?
If so the waste is even worse.
We don't need the road, the traffic, or the pollution that it will bring.
Its pretty well proven at this point that roads of this sort just increase sprawl, traffic, and environmental degradation.

It might not be too late to stop the green route, especially if we can promise them ten times the hell they're getting for the orange route

I don't know what precise route they are proposing for the green route but the following communities should start organizing unless they want to be paved over:

An exit at 409 would have to be a new exit. There are no exits right now between 407 and 412.

I've looked into this area of investigation fairly extensively over the years. Despite strong evidence that power lines have health effects, the big utilities have funded a successful disinformation campaign through bought and paid-for "scientific" research. They fund a lot of this through the Electric Power Research Institute.

I think its an outrage that TVA only seeks 100 ft right of ways. This means they are basically on top of houses. You can light a florescent bulb under one of these without plugging it in.

Limited Information from TVA

Several months ago, I received a letter from TVA stating that my property "may" be located on the Waterville Easement area. When I tried to obtain information from TVA, there was very limited information available and all I was told was that there would be surveying done in the coming months. As expected, I did see surveyors at work just behind my property. I waited for more info from TVA. Finally, on the day of the public meeting at Carter, I received a registered letter informing me of the public meeting. Yes, the meeting was already underway when I received the letter. Coincidence?

Personally, I don't feel comfortable at all having my child live near such power lines. According to the maps that have been made available, the lines will also be located very close to the property where the new Carter Elementary school is proposed to be built - and still remains to be seen. It just doesn't appear as though there is *any* concern with the quality of life for East Knox Countians and our children, either from TVA or our county governement.

TVA is a classic imperialist institution. It was designed to be independent of local powers and local opinion because it was supposed to "modernize" us rednecks. We need to start a broader discussion about what's wrong with TVA on a fundamental and structural level, maybe involving someone from TVA? Hey, anybody from TVA out there lurking? Anyone else fought this battle before?

As for your concern about living under the power line... raise some hell! Here and elsewhere. Who says they can resurrect some ancient right of way that no one ever knew anything about? You do, if you keep quiet. Were you informed about the right of way when you bought? Was the person who built the place? Probably not.

Maybe if we make enough of a stink about it right here on Knoxviews one of the many Scripps lurkers on this board might see a story in this? Hell, maybe they'll even sue TVA, like they did county commission? Now I am getting delusional.

Think about this though. TVA comes from an era when someone who they screwed could not get online and find other people getting screwed and talk about ways to stop getting screwed. Information and networking are our best weapons in this fight. Lets use them.

It won't be easy. New business and industrial parks are always controversial and expensive. The proposed business park at Midway Road and Interstate 40 in East Knox County is a prime example. A lawsuit filed by neighborhood organizations has put the park in limbo, and some county commissioners would like to drop the project altogether.

That would not be wise.

Personally, I don't know why a community would want auto manufacturing. It seems to work for a while, but when the times get tough for the manufacturer, the times get tougher for the community.

He's got a lot of nerve talking about foresight and patience with regard to the Midway Business Park, a project that has never been voted on. If Commission had committed to investing in an industrial park and THEN selected a site and made the necessary zoning and sector plan changes, the project wouldn't be tied up in court (and probably would be happening at a more appropriate location). Instead of foresight, the site selection was done out of sight by MPC and the Development Corp, then Commission impatiently jumped straight to the zoning and sector-plan changes, landing in a lawsuit.

The only foresight in the project was that shown by the handful of connected developers whose insider trading in land purchases has already netted them a profit.

What exactly is Harris advocating anyway? The VW plant is to be built on a brownfield site that was already in government hands. The Midway Rd site is farmland and forest that was privately owned by people who were cheated out of some of their land's value by inside traders. Does he want more of that?

If there is a market for manufacturing facilities to support the VW plant, why does the government need to be involved? Oh yeah, I forgot: all the yammering about free markets is just talk; Republicans actually advocate corporate socialism. The pervasive dishonesty and intellectual laziness of conservatives can be such a distraction.

So where were we? Trying to figure out how big of a corporate giveaway we need to sponsor to compete with all the flat land along US 411 and I-75 in Miegs, McMinn, Monroe, Loudon and Blount counties, right? That's foresight!
