These have been around for
These have been around for quite awhile. Faneuil Hall in Boston was one of the first, and dates back some 50 years. Another on the lowest level of Grand Central Station in New York. There's one in Nashville, next to the Tennessee State Museum.

Nashville Farmer's Market is not exactly a "food hall," in the current sense. More like a mall food court without the mall. Ponce St Market in ATL or Crosstown in Memphis closer to what these plans seem to be. (And to be clear, I love NFM! It's just not "upscale," which is the whole food hall point, in a way?)
