I read about this in a couple different places. It may be accurate. I don't know. But it looks like it was a group of engineers from Tennessee, who I assume would directly benefit from funding for the list they provide, who gave the grades. I would like to see an independent source for this sort of grading

Infrastructure grades

The engineer's who conducted the report are volunteers and are selected based on their expertise of each aspect of infrastructure. They receive no compensation for their efforts, and while they would essentially benefit in some way from increased investment in infrastructure, they have an ethical obligation as engineers to inform the public of any issues & concerns that would affect health, safety, & welfare of the community.
This is the same as a doctor diagnosing a patient. The engineers are telling us what's wrong and how to fix it.

Comparatively

When one compares that to the cost of the new stadium the Titans will be demanding as soon as their lease is up, there is really no reason to not get to work immediately, before costs rise.

Infrastructure grades nationwide should be low. We've been deferring maintenance for 40 years.
