Even more tax breaks needed?

According to this morning's KNS (Link...) , Minvilla requires even more tax breaks?

~$125k for efficiency apartments originally advertised as "basic, no frills housing".

VMC is a not-for-profit and would be exempt from paying property taxes. Given VMC's tax status, how does a PILOT help this project succeed?
