I wonder how much this has in common with other failures everywhere for high speed telecom infrastructures. Remember AOL Time Warner? Other telecom failures and mergers? Free WiFi "coming" to many cities? Other promises for competition to monopoly providers?

Looking at the list of the largest shareholders, there were already some institutional investors and the filing got pushed up to Delaware to attract some other prospective purchasers along the way.
If Ragsdale is involved in this company, there are probably some shennanigans that would merit further look and review by the large institutional investors in this company.
There were some local businesses listed as among the 20 largest creditors, but unfortunately, that goes with the territory.
