I'm here live blogging the historic appointment meeting today.
Congratulations to new 2nd District appointee Mark Campen and 9th District appointee Victoria DeFreese, both of which will be EXCELLENT commissioners!
This place is pretty full, a few empty seats and a whole string of folks lined up against the back windows. Lots of familiar faces.
Pretty impassioned discussion going on here about the possible appointment of someone (Sam McKenzie) who is still in the election.
Lots of media here and lots of long time politicos.
In spite of the multiple persons making the case against appointing McKenzie, it looks like they are going to go forward with McKenzie. I think it is likely they will also go for Briggs.
I wasn't here but I believe the 6th District appointment was done first, and Roundtree was appointed. Don't know him.
There was a huge backup in the parking lot this morning as well as a line outside to get in to the CC building.
McKenzie was just appointed in the 1st District 10-1.
Looks like another great commissioner added - Dave Wright in the 8th District.
Several nominees for the 4th district seat 4-B. I would like to see another woman added to the commission, although I thought all the nominees were quality people - go Elaine!
Looks like it may take several rounds to get to the 4-B Seat. There seems to be some problem with the count as well. They are now doing a vote do-over, didn't speak clearly enough or something in the first vote.
They have gone through three rounds of voting on Seat 4-B so far, and no one has dropped off because there keeps being a tie. Seems to be a lot of support for Daniels and Alford.
Commissioner Mark Harmon just threw his vote from Elaine Davis to Wm. Daniels but quipped "but you better be nice to Davis for Seat 4-A"
The audience has found several comments by commissioners funny. Good vibe going on here today.
Daniels was just appointed for 4-B. Next up, District 5.
I was going to nominate Pam Treacy for this seat, because I believe that someone who still has a race to run should not be appointed. Also, because I have worked with Pamela on School Matters and other things and she would be an excellent commissioner. Mark Harmon started off nominating her, so I didn't have to.
Mr. Briggs is probably going to get this appointment. Seems like a very qualified guy, and I'm sure he will be a good one. But I still think he should have disqualified himself since he's still running. Not only will it create an incumbency, but also it will affect his campaign - I believe in a negative way.
Mike Hammond is talking about why he is going to support Briggs.
Update:
Yea! Elaine Davis just got appointed for seat 4-A!
Strickland just said that there would be a new commissioner workshop on Friday.
Now we are heading for the county-wide appointments. Randy Tyree has been here the whole time - JJ Jones just walked in.
Amy Vandergriff just walked up to the podium just as Scott Moore was nominating her. She commented as she was walking up that she was already on the way up before Moore nominated her. Moore made the comment that he felt the media made much of his discussion with her - and said that he made the same comment to Foster Arnett but the media didn't report it.
Update:
Larry Smith is asking Vandergriff if she was prepared to speak today ahead of time. He got into her a little bit saying that it bothered him that she spoke on Saturday after saying she had not planned to speak and seemed to have a planned speech. Strickland cut him off and said no debate of this type - to stick to the issue at hand.
Elaina Cash just nominated someone but he came to the podium and asked to withdraw.
Billy Tindell has been here all day - came to the podium but didn't endorse anyone. Looks like a tie right now between Tindell, Vandergriff and Stooksbury. Larry Smith is talking about the outrage over Tindell being appointed before.
Sorry folks, my battery is going and there's no room at the table for me to recharge.
Congrats to all the appointees - it really is a new day in Knox County!

Sounds like Tank Strickland
Sounds like Tank Strickland did an exemplary job running the meeting, and has earned an official vote for him to be chair (if there hasn't been one already).
I only saw part of the
I only saw part of the meeting, but from what I saw, Tank didn't put up with any crap. He did good.
Meeting Chairman
Strickland was clearly in charge of the meeting and ran it well. There were a couple of small glitches and times when he didn't seem clear on what to do next, but I think he did a good job overall. I was especially impressed with the way he made it clear there would be no shenanigans on HIS watch - nobody approaching the commissioners at all, no cell phones, no breaks, no notes passed. That is why he didn't take the note from Dwight and why he asked him to leave.
Kudos to Tank
He ran a very efficient meeting with decorum - and cut RLarry off when he started to go off track. My concerns about his effectiveness have been alleviated.
Using the, whomever got the
Using the, whomever got the most votes, logic that was used to appoint MacKenzie, Jones and Briggs, it looks like Vandergriff should have been appointed Clerk.
Dwight's piece of paper?
At 10:45, just after Elaine Davis was appointed to 4-A, Dwight Van de Vate approached Tank Strickland on the dais and tried to hand him a piece of paper.
Because of the angle of the TV camera, I couldn't see whether Tank accepted it, but he could be heard saying "Dwight, you'll have to leave."
Did anyone see if Tank accepted the paper? Does anyone know what that exchange was about?
Dwight can legally
Dwight can legally communicate with Commission. I heard Tank's remark, and my impression is that it was a decorum thing -- maybe he wanted Dwight off the dais during the proceedings.

Papers Handed to Chairman Strickland
Tamara, et al: The papers I handed to Chairman Strickland consisted of two (2) pages. The first page was a draft of a letter from Tank and the Mayor inviting the newly appointed Commissioners to a breakfast and orientation this Friday. The other page was a draft of the agenda for the orientation. Both required his approval. If I were more technically savvy, I would attach them both to this post.
I was unaware of the procedural rule regarding being on the dais; had I known I would have asked a Commission office or Law Department staff person to hand them to the Chair. Quite frankly, they were of such innocuous content, it never even occurred to me that it would create an issue.
Thanks-dv

Knox County Mayor's Office
Perhaps, Mr. Van de Vate
you should have exercised a little more common sense. In light of all that has happened with County Commission how could it not have occurred to you that people would find it questionable that you would approach the acting chairperson in the midst of the appointment process? Could those documents not have waited until after the appointments?
Thanks, for the
Thanks, for the clarification, Dwight.
Tank, no relation, had said at the beginning that he didn't want anyone coming on the dias to talk to commissioners. A procedural nicety given the Black Wednesday fiasco. It seemed fair. And I had to wonder if Tank had been in charge last year if this could have been taken care of then. I don't agree with every decision they made, but they did it in an upright manner with appropriate public input.

Frankly I think Jan. 31 last year was a good thing. We are in position to have a much better government than we would have if things had been handled more slickly.
Of course
Thanks, Dwight. I should have realized that exchange was of the sort you describe, since Elaine Davis was the last of the eight commission appointees chosen.
It was an incident that wouldn't have caught my notice prior to January 31. I suppose I was more attentive, watching today's meeting.
I also thought Tank did an excellent job, and I agree with you, jbr, that things are looking up around town (my lingering concern for today's appointment of five candidates in the upcoming general election notwithstanding).
Actually, I considered that
Actually, I considered that briefly when I was posting earlier. And there is certainly a great deal to be said about the learning and changing process that county government is going through. Still, it might have been nice to have had less drama in the last year.

you should have exercised a little more common sense.
That's what he did. Is communication between a government official of the executive branch and a government official of the legislative branch forbidden? People need to be less paranoid, and maybe they'll see fewer conspiracies in common, everyday interactions.
