I know nothing of the legislative history of this bill, but I'd venture an educated guess (from having covered the Tennessee Lege for four years) that this was written by a Big Tobacco lobbyist and is either a poison pill or a parody, to be taken seriously only by those who are so happily nicotine addicted that they'll be taking off their masks and sneaking smokes in the bathroom.

I think the Mississippi AG was a leader in winning the big settlements from Big 'Bakker.
