But obviously you are not a police officer assigned to the case. I would be willing to bet your lunch money that the police have a much more complete and accurate description. However, as the criminal is clearly armed and dangerous, it would be incredibly irresponsible to identify him to the general public and perhaps get an additional would-be-Dirty-Harry or two killed as well. But Gawd forbid you should actually think about that, you just want to know enough to fuel your sick fantasies.

"After the shooting, police say the suspect fled the scene on foot. He is described as a white male with dark complexion. He is between 5'10" and 6', and 150 to 160 pounds. He is believed to be in his late 20s to early 30s. His hair is in a short ponytail, and was unshaven and unkempt."

He was caucasion and I know that because I am the bartender who was waiting on this man. We gave the best description I could and I am sorry to the family that lost their loved one. He was very polite and seemed like a nice man. And, must I say, I cant believe some of the things these people have to say about something so serious. I will keep the family in my prayers along with the ones I have for the manager/friend that I work with.

Knoxville Shooting
Did this happen at the Hooters on Kingston Pike or Merchants Ave ?
Why the northwest assumption?
It happened at the Kingston Pike location.
Immediately after the story was posted to the Knoxnews site, though (lacking any mention of which Hooters location), I noticed that several people assumed it happened at the Merchants Dr./Cedar Ln. location.
I live in the northwest area, so I'm curious to understand why that early assumption. Any insights?

They probably thought it was the one they were familiar with. I thought it was Kingston Pike because that is one I know about.
He is shot
Ch 6 and Ch 9 both reported that the guy was shot at 10:15 tonight behind Greenhills Grill. There was a short foot chase then shots were fired leaving the suspect from the hooters shooting on a stretcher headed south the UT hospital.

You'll note the KPD received a tip to look for Rudd. He was spotted on Noelton (which is the road entrance to Sequoyah Hills across from Western Plaza). My guess is the police just didn't happen to be in that area and happen to see him. He was a criminal known by the police. I guess we'll get more details over the next few days.
mental illness
When I saw his picture, I knew it was mental illness. He looks so similar to my loved one with a similar history. Unfortunately the criminal justice system is on the front line of dealing with victims of this disease. They often do not have the insights into their illness that would motivate them to stay on their meds. I know first-hand how difficult to even get any medical information, much less treatment, for another adult.
My sympathies for all involved. It is heartbreaking.

Ever heard of New York's Kendra's Law? Tennessee is one of only 7 states without a similar law. Go to (link...) and look up SB1269 proposed by Sen. Burchett, currently being held up in a subcommittee. Too bad it has not passed already - it had the potential to prevent a tragedy such as this one.
" ... a person may be ordered to receive assisted outpatient treatment if the court finds that such person:
(1) Is 18 years of age or older;
(2) Is suffering from a mental illness;
(3) Is unlikely to survive safely in the community without supervision, based on a clinical determination;
(4) Has a history of lack of compliance with treatment for mental illness that has: been a significant factor in necessitating hospitalization in a hospital, or receipt of services in a forensic or other mental health unit of a correctional facility or a local correctional facility, within a specified period of time as detailed in this bill; or resulted in one or more acts of serious violent behavior toward self or others or threats of, or attempts at, serious physical harm to self or others within a specified period of time as detailed in this bill;
(5) Is, as a result of such person's mental illness, unlikely to voluntarily participate in outpatient treatment that would enable such person to live safely in the community;
(6) In view of such person's treatment history and current behavior, is in need of assisted outpatient treatment in order to prevent a relapse or deterioration which would be likely to result in serious harm to the person or others; and
(7) Is likely to benefit from assisted outpatient treatment.
The petition may be initiated only by the following persons:
(1) Any person 18 years of age or older with whom the subject of the petition resides;
(2) The parent, spouse or sibling 18 years of age or older, or child 18 years of age or older of the subject of the petition;
(3) The director of a hospital in which the subject of the petition is hospitalized;
(4) The director of any public or charitable organization, agency or home providing mental health services to the subject of the petition or in whose institution the subject of the petition resides;
(5) A qualified psychiatrist who is either supervising the treatment of or treating the subject of the petition for a mental illness;
(6) A psychologist or a social worker who is treating the subject of the petition for a mental illness; or
(7) A parole officer or probation officer assigned to supervise the subject of the petition.

Notice the comments on both the NS and the WBIR sites. Kinda of puts the lie to the claim that there's no real prejudice against hispanics generally -- "just illegals." The guy's description -- "White man with a dark complexion" -- was enough to bring the bigots out in force. I'm sure they are most disappointed that his name isn't Jimanez or Gonzalez.

I don't look on WBIR's site that often, Betty, but those folks on the KNS site are the same half-dozen yahoos I see on every KNS thread.
They're a small, unintelligible group I'd hate to think represents all of Knox County!
