The News-Sentinel has a story on a recall amendment to the Knox County Charter that is being proposed by some citizens. The proponents are asking County Commission to add it as a referendum to the ballot to allow recall of county officials under certain conditions. It would take 2/3 of Commission (2/3 of the 11?) to place it on the ballot, or alternatively, a petition drive with 15% of Knox County's 250,000 registered voters could place it on the ballot.

Seems like a good idea to me - I don't know why it wasn't included in the charter to begin with. Check it out at www.recallamendment.com

A recall amendment seems necessary...

It also seems like a special election should be mandatory to fill vacancies. Having "appointments" made by other officials is asking for trouble. I'm not very savvy about parlimenatary procedures. In the past, in other groups I've been involved with, more experienced people have answered some of what seemed like simple questions to me with logical explanations that changed my thinking. Amendments to bylaws should always be given the utmost scrutiny and open debates should prevail. Bylaw amedments are very serious, and systems are often extremely complex. I'm looking forward to reading more comments about this.
