Another Sicko moment in the family

My brother just wrote:

"Marelle and I are in Paris. She arrived for the end of
the TOUR DE FRANCE and noticed she had red bumps.
Before long she had virus symptoms and was really
going down hill. I called the American Hospital in
Paris and they wanted 200.00 dollars to see her. So we
went the French route and for 30 Euro she saw a great
French doc just around the corner from our apartment."

So, what I'm hearing, in other countries, there is some sort of culture of respect for the person so that anyone who gets sick is somehow seen as deserving of medical care? Where do they get these crazy ideas?
