Well, and between free-for-all and ice cream, I'm sure that the law-&-order types would be thrilled by the prospect of staffing every traffic light with a live cop, writing red light tickets when they should be out busting violent offenders, or whatever it is that cops should be doing "on the taxpayers' dime."
Hey, you could always reinstitute toll authorities, which used to be legion in the south (all those through-ways named "Pike" were once "turnpikes," doncha know). Put up toll booths every 5 miles along major thru-ways.

Holding the cross traffic for an extra second or two is an excellent idea. Another programing option that should be done.
