Per this Chattanooga Times Free Press article, the U.S. House approved a bill that would raise a barge fuel tax to fund various inland waterway projects including the Chickamauga Lock.

(According to the article, Rep. Chuck Fleischmann attached the proposed fuel tax increase to a bill allowing people with disabilities to create special accounts for tax-free savings. Whatever.)

Anyway, the bill would provide $40 million per year in additional funding for inland waterway projects. According to the article, the cost of the new Chickamauga lock is $860 million and $180 million has already been spent, leaving $680 million needed.

So if all of the new $40 million in funding went just for the Chickamauga project, it would take 17 years to complete? Or am I missing something?

I may be wrong, but it seems like estimates for things that big and complicated are frequently never even close to accurate. I am not attacking the estimators, it is frequently like being asked, when will you know what you don't know, and how much will it cost. But you have to start with something.

I would think it is easy to get it wrong, especially if you try to go low to get the contract.
