Jimmy Carter: U.S. has no functioning democracy

Speaking in Atlanta to a German international relations group, former President Jimmy Carter said "America does not at the moment have a functioning democracy." His remarks were in reference to the NSA spying scandal. Regarding global affairs, Carter said there was "no reason for him to be optimistic at this time."
