Sounds like they've documented training sessions

on how to recognize customers who might be succepible to being manipulated by some manual rebate shenanigans.

Once they've documented the existence of the training sessions, it's just a matter of calling the roll to indict everybody that was at the meeting for conspiracy to commit fraud. There are a number of other items and indictable offenses as well but its sounds like the training session is now a given occurence.
