HB0941 by Rep. Bill Dunn (R-Knoxville) requires all LEAs to develop an open enrollment policy and deletes the requirement that the LEA the student previously attended must approve the transfer.

This option works well when you move in the middle of the year and you don't want your kids to change schools. It works well in further years if you want your kids to stay in the original school. However...

The acceptance priority rules can make or break the success of the program.

I would like to see some rules in the acceptance priority.
First openings to student's who attended the school but moved during the school year. Younger siblings of these students who enter school later also get priority.

Trouble can start when students get recruited to play on competitive sports teams.

Campfield's bill to allow homeschool students to play on sports teams within the LEA adds more confusion.

The elephant in the room is that the bill indicates parents are responsible for their students' transportation to and from the out-of-zone school.

That's how the resegregation is brought about.
