Rep. Jeremy Durham (R-Franklin) has filed HB82 which "prohibits Tennessee from participating in any Medicaid expansion authorized under the federal Patient Protection and Affordable Care Act."

There is no such thing as a sovereign state. And federal law trumps unless the Supreme Court rules it unconstitutional. Or the state just gives up all the fed funds we get. But I don't believe that would give you any slack.
