By way of Political Wire, we see that Bush is planning a trip to New Orleans as part of a one-year anniversary Katrina PR blitz.

While you might give him credit for having the political courage to show his face there, it's difficult to imagine anything more cynical or hypocritical than the White House trying to put a positive spin on their dismal performance in the aftermath of Katrina.

What is happening down there is a crime, and it has Congress's fingerprints all over it, too. It seems like this would be the last thing the GOP would want voters talking about going in to the November elections.
