In this Tom Humphrey interview, Haslam says regarding school vouchers "There is a commitment to do some part of it next year." He will also bring back "flexibility" on class sizes.

Easy to see why Jamie Hagood bailed out of the way

Either she saw this one coming or "they" made her an offer she could not refuse to go think about education reform while the Haslam administration undertook their reforms. In either scenario, in my opinion, her ties to the teacher's union in Tennessee put her in a no win situation, particularly with a packed Repubican majority in the house, the senate, and in the govenor's office.
