The Community Relations Director is the liaison between community organizations and the city, addressing the concerns of these groups.

This department is also responsible for administering Knoxville City Government's equal employment program with the objective of ensuring compliance with applicable laws.

This sector follows EEO procedures such as:

Reviewing all personnel actions and investigating of any variance in laws, procedures and ordinances.

Keeping city department directors and supervisors informed on the latest developments and requirements in EEO regulations.

Filing required federal EEO reports.

Assisting in recruiting qualified minorities and females for Knoxville city government positions.

Providing for investigation and conciliation of discrimination complaints.

This division is also responsible for the following programs:

Police Advisory and Review Committee (PARC)
Equal Business Opportunity Plan (EBOP)

The director also serves as the city's liaison with the Knox County Commission.

Doesn't say about staff, but that's a lot of stuff so one would assume he has some help.

that's a lot of stuff alright...

I guess he's just there in case anything comes up.
We are always getting email communications from David Massey about Neighborhood stuff.
And I've filled out some of those compliance reports and posted the laws around the office... took about 5 minutes.
I was always curious how he could work for the city and have so much time to also be a County Commissioner...

We have three Mayors? That is a strange org chart. It looks like Eddie Mannis is the Mayor doing the heavy lifting.

Pretty good division of work.

Pretty good division of work. Policy requires a lot of talk and putting out of fires, so Bill Lyons has a lot of things going on that take time. Eddie Manus has stuff that's more concrete so people are dealing more with reports, I'm guessing. It's more solid materials. I think it's reasonable. Rogero can deal directly with what needs to be dealt with when it needs to be dealt with. The police and fire guys go directly to her, no in between. Manus and Lyons can speak for Rogero and feel comfortable without having to constantly seek permission to speak. Having confidence in your deputies is a good thing.

I agree, most org charts

I agree, most org charts would have a deputy coming off a leader attached to the bottom (and not rely upon text to explain). Same thing for the people under the deputies, they should not come off the side.

But, it's just an ugly chart, we all can figure it out.
