It probably has more to do with the temperature and humidity a few thousand feet up than anything else.

It means don't bother going fishing. Something to do with atmospheric pressure. The fish bite best when the contrails hang around (at least that's what some redneck or other told me 20 years ago). I believe he said "jet trail" though.
