I read through the recent article in the Metro Pulse titled "Downtown Knoxville’s Next Big Something"

It talks about various perspectives on further downtown development.

Toward the end it talks about some views to create..

new tool for downtown, possibly one that exists outside the vagaries of the political process.

making the CBID more akin to a downtown development corporation

Others, such as Dewhirst, talk about a “downtown czar.”

I believe this would be a big mistake. Those types of decisions should be weighted with perspective. To create an entity that essentially always wants one answer, and whose existence depends on the propagation of that philosophy, is a poor approach.

A well paid group wanting to force through one approach, politically powerful with whatever other motivations may be involved, will never have the perspective the community as a whole needs for those decisions.

That is when I expect our government to step in and say, no, we develop based on a big picture for the whole of our community and what they want as a body. We do not establish mechanisms whose purpose is to skewer decision making.

Hmm. We have one person in City govt dedicated to working on south waterfront development. Most of us would say that's been a good thing. Why shouldn't we have one dedicated to downtown development as well?

Is that the sole purpose of their employment, when it is done they no longer have employment?Or is it a specific project they are dedicated to until completion? Then they move to another project?

Well I don't know anything about them. Are they just trying to push business development to the waterfront? Or is it a role of riding herd on a balanced approach for the waterfront? So if the folks at Scottish Pike want to stay where they are, he might say ok, that's fine.

Hmmm... That's why some want a Downtown Czar. Is it they need a Downtown Czar or a really rich mayor?

There are also a number of large-scale projects underway in various stages of development, including Marble Alley, Sentinel Tower, the South Waterfront, and Knoxville Plaza.

According to an article in today's KNS (Feb. 10, 2010), Sentinel Tower is on hold and the property is up for sale.
In referencing "Knoxville Plaza" do they mean "Metropolitan Plaza"? In the same KNS article, Cazana says to ask Obama when that project will get moving.

Regarding the question, "What is happening with the South Waterfront", I can reply:

Just like every other development sector in Knoxville and Knox County, the economic downturn has slowed or even stopped redevelopment and investment interest in new privately funded projects. This doesn't mean, however, that we are prevented from continuing to make progress. A common problem encountered in most waterfront redevelopment efforts nationwide is the environmental condition of shoreline properties, necessitating assessments and remediation plans that take a long time to sort out with state and federal agencies. In addition, multi-jurisdictional permits have to be obtained, and we have dealt with TVA, the US Army Corps of Engineers, EPA, TDEC, TDOT, FHWA, the Coast Guard and others, which again requires more time for review and approval of projects than would be encountered elsewhere in the city.

So while we wait for market demand to renew investment interest and for financial institutions to reexamine their willingness to lend and take risk, the South Waterfront effort could be characterized as being in a "preparation mode." An EPA grant project is about to begin that will conduct a South Waterfront-wide environnmental assessment process that will identify likely problem properties and develop remediation plans for owners who voluntarily participate in the program. A Brownfield Agreement has just been completed with the help of TDEC for the riverfront park just south of Langford Avenue, and will be presented to City Council in the coming weeks for approval. This agreement will limit the City's liability for environmental concerns provided we follow a pre-determined course of action for park construction and public use. We also expect to start the consultant selection process in the near future for the design and engineering of the pedestrian / bicycle bridge connecting the Scottish Pile area to the University of TN campus. This project is expected to take 2-3 years just to complete the environmental review process and obtain necessary permits.

One project not in "preparation mode" is the Cityview condo project. While Denark Construction sorks to complete the residential units, reconstruction of Blount Avenue will soon start (and will cause some detour inconveniences), and Merit Construction was recently awarded the contract to complete the riverwalk and side streets surrounding the Cityview property.

Sooner or later, private development interest will reemerge on the South Waterfront. We will continue to aggressively pursue projects that will help to eliminate future delays. We continue to try to make periodic progress reports, and any reports or agreements reached will be posted on the South Waterfront website at www.cityofknoxville.org/southwaterfront.
