The surprise to me is a Sevier County government entity ever denied anything a developer wanted to do.
A Sevier County development partnership has filed a $50 million lawsuit, alleging that its Constitutional rights were violated in connection with the rejection of a 400-home project on Cove Mountain.

In addition the National Geographic article regarding the peculiar view of being next to a national park Sevier County has taken in the past...
"A national treasure surrounded by a bathtub ring of ugly, unplanned development," especially in and around Pigeon Forge, Tennessee. Air pollution is a growing issue. "Between the crowds and the pollution, a mess."
