 The surprise to me is a Sevier County government entity ever denied anything a developer wanted to do. 

A Sevier County development partnership has filed a $50 million lawsuit, alleging that its Constitutional rights were violated in connection with the rejection of a 400-home project on Cove Mountain.

In addition the National Geographic article regarding the peculiar view of being next to a national park Sevier County has taken in the past...
