very good

Being a collaboration junkie, I really liked seeing the process and the evolution of the TYP components. One interesting thing will be "the brand" to describe the collaboration among all the service providers. They used as an example: "Knoxville's Road Home". There were two problems noted immediately: Knoxville is a subset of Knox County and this is a Knox County issue - not just Knoxville. And the concept of the road home was troubling in that it sounded like a welcome mat for homeless migration to the area.

It was clear that lots of good work has been done by the Advisory Board. Anyone who is second-guessing their conclusions probably has not put in the many hours that they have becoming experts in this field.
