When I looked through this list and the types of cities listed I thought Knoxville seems pretty capable of creating these minimizing driving characteristics. I know good efforts are already being done here. Not trying to disparage that work. Some extra info from cities seen as successful. There are 15 cities listed. Several similar to Knoxville's size.

I have never been to Minneapolis. I did not realize...

For pedestrians, commuting in below-freezing temperatures is made easier by the fact that 80 blocks of downtown Minneapolis are connected by enclosed skyways that allow pedestrians to traverse the city in heated walkways without stepping outside.

The Syracuse bus system goes to surrounding counties.

So does the Chapel Hill bus system.

The list is heavy on college towns.

Yes, try Minneapolis

Yes, try Minneapolis sometime. It is way cold up there. IMO, the Minneapolis/St. Paul area has been able to retain and attract job and brain power because of their ability to build progressive cities.
