I think the term

I think the term 'homelessness' should be replaced by 'vagrancy,' as the vagrants represent only a small percentage - the most problematic and dangerous segment - of the homeless population.

Both Goodwill and ACE Hardware on Chapman Highway report that vagrants are walking out with stolen merchandise “all the time.”
