Rent-to-own tires. Apparently because it is a "rental" contract (some call it a "lease") they can dodge usury laws and charge up to 120% interest and victims end up paying two to three times the retail price.

I was unable to locate any tire rental/leasing companies in the Knoxville area, but some of the companies mentioned in the article have stores in Tennessee and one seems to operate exclusively in the South.
