I doubt this is considered when building Wal-Marts, Lowes and Home Depots and roads like the James White Parkway extension, Pellissippi Parkway extension, etc.

I agree that over building can increase the problem. The population of East TN has not grown enormously in the past 20 years. In East TN I think the problem is more related to TVA coal plants.
We're all the problem
The population of East TN has not grown enormously in the past 20 years.
True, but it has spread out a lot, and the amount of driving has grown still faster than the population.
Yes, the coal plants are a big part of the problem, but the ways we choose to live are too.
