More than 12,000 people in North Carolina's Union County voted for Sam Duncan last Tuesday and he narrowly won the race for Chairman of the Soil and Water Conservation Board against the incumbent, Warren Case, who had held the seat for about 12 years.  Mr. Duncan didn't make a victory speech, however; you see he died about a month before the election.  Flyers for his campaign were even bought three weeks after his death.

According to The Charlotte Observer (registration sometimes required), "Even people well-versed in county politics were unaware of Duncan's death. Former Sheriff Frank McGuirt voted for him. He only learned of his funeral while watching the returns."
