This made me wonder about the underground part of North Gay Street. How much of an area is there? Are there ever any historical tours?

Street-level solar collectors would be used to filter the sun about 20 feet down to bedrock, turning the dank, subterranean space into a luminous, plant-filled oasis. The park would offer city residents a place of refuge and host art exhibits, music performances, readings and children's activities.

Unfortunately…
Unfortunately, the under sidewalk area of the 100 block of Gay does not represent much. It is the east and west sidewalk area only as the street portion is back filled. Over the years, building owners have used the space for their own utility expansions which renders what space is there largely unusable and difficult to navigate. There are some facades still visible with original brick and such. There are regular events where folks can get a look. You can probably inquire at Dewhirst's.
The NYC station is another thing altogether.

NYC also has the High Line, a repurpose of unused train tracks. What does Knoxville have that is being unused and forgotten? Big box stores. What kind of innovation would make them useful to their neighborhoods? Not more retail. We have an abundance of places to buy stuff.
