Well, as with a lot of stuff, you have to read between the lines.
They, Central Office, don't want to piss her off.
Why? That's the question isn't it. They want to reach a "deal" that's all "hush hush."
Both KNS & WBIR are owned by McIntyre.
The two-year-old story amazingly gets discovered by a reporter at WBIR who has a former WBIR anchor that works in the school Pr. McIntyre needs to drown Burchett out who has gone viral with emergency clip. 2nd district and board chair on the line.

Yes, but the point or the question raised was who is right? The Sentinel erroneously reported that the two sides reached an agreement and that the agreement that was reached would be kept secret. All in the story and headlines, and splashed across the top of the front page.
Will there be a correction? This was a pretty big talker, and because of the mistake a number of officials yesterday came under fire from the public that thought the terms of such a deal would be kept secret.

No one is blaming Gerald. In fact, he didn't even write this particular story, let alone the headline. But, the story is wrong, too, not just the headline.
That said, KNS reporters do in fact write headlines (not always, but some) and they are required to write suggested headlines for all their stories. Those suggested heds are typically used.

It's been looong time since I was a reporter at a daily newspaper, and I didn't realize NS reporters were having to write headlines. I guess we were staffed up in the old days – a luxury compared to now.

Knoxville, Tenn. — Knox County Mayor Tim Burchett released the following statement on the school system’s decision to allow paid administrative leave to an employee for more than two years:
“There continues to be a lot of unanswered questions surrounding the school system’s decision to allow an employee to receive paid leave for over two years. I have a lot of questions myself, including: what exactly was the rationale for such a decision, who was afraid this employee would sue the schools, and why did the school superintendent not simply say, ‘fine, let’s go to a judge?’
One thing, however, is clear. This situation was created by the school system and not the law director. It looks like the school system created what, at best, could be called a mess and is now looking to the law director’s office to clean it up.
Another thing that is clear is that there will be no secret settlements. The public has a right to know where their money is going and why.
Finally, all school system employment decisions are the responsibility of the superintendent and school board, not the law department.”
Not weighing in on reporters' work
But under this new system KNS has reporters don't write or suggest print headlines. Also under the law the only thing the county is required to disclose is the dollar amount of any monetary settlement. My point in posting Gerald's story was that Bud misspoke when he said he knew nothing about any settlement talks in initial reporting of both KNS and WBIR. It goes to show what a mess this whole situation is. I have a series of stories coming up on settlements that aren't technically secret but kept secret nonetheless. And that is my interest here in how this is playing out. Mike does good work and WBIR is lucky to have him. I of course believe our folks do too. Mike broke the story and reporting by both organizations is now forcing the school system's hand. Had he not, nothing would have been made public. Gerald advanced the story, prompting Bud to figure out what the heck has been going on in his own office. When you see my series, you will see that this kind of shadiness in legal claims happens every day under every law director and agency, city and county.

tend to be incremental. Once broken, new information comes out piecemeal. People don't remember who had it first as much as they remember who had it right. Stay tuned ...

discussion on local boards
First, some fine discussion here on KV on important local issues that are not happening anywhere else.
With the MPC and BOE we see two local boards that despite the oath the board members have taken, they have taken have surrendered their management responsibility to their employee. The employee is running the store.
Mark Donaldson at MPC had free reign for a very long time. He was the decision maker. Not the board.
Dr. Jim McIntyre the same.
That is not how the system is set up.
There is no recall or ouster for these employees. Is it time for a state law to correct this? If so, would it resemble a retention vote of some kind? A check and balance for boards that become compromised.
I further contend that if there was a real investigative local media in this town, such dire considerations would not be needed. But the media is also controlled by these employees and more to the point, by their masters. I understand that these are powerful local figures behind the curtain that control these employees. But these oligarchs appear to be beyond the law. Not only local and state law. But federal law as well.
These oligarchs are not elected and have no concern for the will of the people. They rule rather than represent.
One might contend that this is why so few people here vote. Because their vote doesn't matter and they know it.
Do these oligarchs make life better for the people of this community? Or are they a blight on our future?
